We are seeking a Technical Project Lead to support a position in Sterling, VA. The chosen candidate will support a largemission critical development and sustainment program to design, build, deliver,and operate a network operations environment with new cyber capabilities toaddress emerging threats.


The candidate will leadthe Cybersecurity Tools Team that supports the development and implementationof cyber engineering strategies, tools and techniques to enhance a system'scyber-resiliency against existing and emerging cyber-threats. The ProjectManager (PM) will lead the team collaborating at all levels of the enterpriseto ensure project success and satisfied stakeholders. The PM is responsible forplanning and execution, and enabling the customer organization to achieve theirobjectives. The candidate supports presentation development and requires goodcommunication and interpersonal skills to convey findings at the technicalproficiency of the audience.

Primary Accountabilities

  • Lead and/or directengineering team engaged in the design, implementation and modification of ITprojects that span across functional organizations

  • Lead integration ofservice capabilities to ensure business requirements and expectations are metas defined in the service strategy and design phases

  • Manage engineeringteam; coordinate and control team activities, including technicalimplementation tasks, process reengineering, and organizational changeactivities

  • Prepare projectexecution plans and ensure projects are completed on schedule, within budget,meet requirements, and achieve objectives

  • Identify and implementimprovements for the planning and execution of development to sustainmentactivities .Identify and engage appropriate technical and business resourcesneeded for successful project execution

  • In-depth technical andtheoretical knowledge of cyber defensive operations and technologies

  • Perform cybercriticality, mission impact, and risk analysis of recommended tools

  • Translate analyticalfindings into security "use cases" that can be implemented within availablesurveillance capabilities

  • Provide detailed andaccurate technical reporting of analysis results, as well as oral briefings oncomplex technical subjects attuned to senior management, technical, ornon-technical audiences


  • Bachelor's degree inInformation Technology, Computer Science, Computer Information Systems, orrelated degree and a minimum of 8 years relevant experience. A Master's degreein a related discipline may substitute for two (2) years of experience. A PhDmay substitute for four (4) years of experience. Eight (8) years of experience(for a total of 16 or more years) may be substituted for no degree.

  • This position requireseither a U.S. Person who is eligible to obtain any required ExportAuthorization.

  • Practical knowledge ofhigh-level scripting/programming language (e.g. Python, Perl, PowerShell, etc.)to extract, de-obfuscate, or otherwise manipulate malware-related data

  • Proficient with forensicanalysis tools and techniques to identify malware technical indicators ofcompromise and perform triage

  • Must possess excellentoral and written communication skills and critical thinking abilities

  • Capable of workingindependently and within teams to solve complex problems

  • Able to work acrossmultiple organizations, cultures, and service providers to synthesizeactionable information

  • Practical knowledge ofSplunk policies, filters and rules to improve event analysis and datacorrelation

  • Knowledge of Windows and

Unix/Linux Operating Systems

  • Background or experiencecybersecurity and project management

  • Must hold one or more ofthe following certifications in good, current standing: CISA, GCIH, GCED,CISSP, CASP or PMP

  • Must have a TS Clearancewith SCI eligibility (SSBI within the last five years)

This position is knowledgeable in building systems and construction methods specifically in a health care environment. This position develops concepts and plans for facility growth or change in service as well as capital upkeep and replacement. The key role of this position is advisor to each individual facility managing director to assist in growth planning and implementation, as it relates to buildings and facility campus. This position has responsibility to oversee other Assistant PM and Regional PM as assigned to provide guidance on project decisions and regulatory interface. A Mentoring relationship will be required. Essential Job Duties Work closely with RVP, C-suite, RFM/DPO, FF&E and IT in the development of project scope and price. Differentiates between priority business needs and "nice-to-have?s" in order to assist in determining project priority and to resolve resource conflicts. Works closely with user groups to learn all aspects of user requirements in order to provide effective advice and recommendation. Ensure projects are completed on budget and schedule and that the projects incorporate the latest Behavioral Health/Acute best practices. Have the ability to manage multiple, large projects at one time with some supervision. Develop/engage project teams using a competitive RFP process. Assist in guiding project through local, State and Federal building restrictions and code compliance. Accurate budgeting, scheduling, logistics, ICRA, ILSM from conception through completion. Follow the CAR/PAC process for pre-validation, validation and request for full funding. Take a leadership role in finding new methods/approaches to help execute work faster and more efficiently. Challenge assumptions and bring new ideas to the table that could benefit the entire department in executing our role. Maintain a vendor ranking and ensure we reinforce success by re-engaging firms that perform excellent work and value the relationships in the system. Collecting historical cost and schedule data to utilize in predicting future cost and time to execute projects (send to corporate at projection completion). Ensure all parties on the project have executed a contract and have provided all the required insurances prior to commencing work. Ensure the highest ethical standards when dealing with our vendors. Ensure vendors compliant with the terms of the agreement and that the business terms agreed are fair to both the vendor. Use business term guidelines.
