Technical Program Manager

This role is available on the OCI Data Science service team. We are addressing exciting challenges within the AI/ML space. We are building a cloud service for data scientists, machine learning engineers and software engineers to help them every step of the way in their machine learning development and deployment lifecycle.

We are specifically looking for a Technical Program Manager to join the OCI Data Science service team. You will work closely with product and engineering counterparts and be responsible for managing complex, cross-organizational programs that impact delivery and operations of the OCI Data Science service.

The role of the TPM differs materially from that of a project manager and a program manager. A TPM is able to drive issues beyond what a traditional program manager can do due to deeper technical skills and expertise. Similarly, a TPM can drive projects in more depth vs. a traditional program manager. A TPM possesses skills of that of a program manager, project manager with technical expertise that is relevant to the service. In part a TPM allows a service lead to scale and extend their reach.

What You'll Do

  • Define and manage programs and processes for software development, operations, and customer support.

  • Software Development

  • Project manage engineers using agile best practices

  • Create and define tasks for engineers to complete

  • Identify technical and process risks associated with scope of tasks

  • Operations

  • Identify gaps in operations of a cloud service

  • Define and assign technical tasks to reduce coding bugs, increase alarms for all relevant areas of the service, define runbooks and operational improvements necessary

  • Represent the service architecture and network design of the Data Science service to other technical teams

  • Using expertise in CICD development, ensure operations and development work synergistically to develop and operate the Data Science service

  • Manage cloud environments for the entire SDLC (Dev, Test, Preprod, Prod) including capacity management

  • Customer Support (CS)

  • Ensure technical support documentation is created, available and current for the OCI customer support engineers

  • Partner with peers in the CS organization to identify pain points between engineering teams and create plans to mitigate or resolve

  • Take ownership and drive continuous improvement of ongoing service team programs such as the on-call program, service operations bar, release scheduling.

  • Act as SME for OCI best practices in technical operations and releases

  • Identify learning opportunities for the Data Science engineering team

  • Apply project management best practices to ad hoc projects ranging from new feature development to compliance audits

  • partner with product management and engineering leadership to define scope of new features and services

  • plan engineering work including defining, sizing and unblocking engineering tasks

  • Manage the OCI feature and service release process and receive approvals from central OCI teams

  • Help drive the scrum and other operational practices of the team effectively to support production cloud services, including creating and maintaining comprehensive project execution related metrics, dashboards and other documentation.

  • Drive effective teamwork, communication, collaboration and commitment across Engineering, Product Management, Operations, Support, and other key stakeholders to define and deliver complex programs despite competing priorities by having the ability to influence roadmaps and priorities.

  • Represent the product/team up to the Senior Director level independently and at a higher level with appropriate coaching.

  • Be the most knowledgeable person in the team about the execution, the trade-offs and the whys behind them.

  • Ability to explain your team's analyses and recommendations to leadership while discussing the technical trade-offs in product development with engineers and product managers.

  • Demonstrate flexibility and resilience in response to changing or ambiguous situations, directing changes through appropriate review and approval mechanisms.

Qualifications

  • 2-4 years of experience in developing and operating enterprise programs, ideally having experience driving large infrastructure projects.

  • Possess a technology background that enables you to understand the complexities of Oracle Cloud Infrastructure.

  • Possess maturity, judgment, negotiation/influence skills, analytical skills, and leadership skills.

  • Have the proven ability to work well with product and engineering teams to establish and maintain our roadmap, set appropriate expectations and ensure our product and services meet our high operational excellence standards.

  • Hands-on experience with Machine Learning/AI is preferred, but not required.

  • Have the ability to represent the team and product to all levels within the company and to ancillary support groups.

Experience

  • Have the expertise to manage complex programs spanning across multiple functions\teams.

  • Strong knowledge of and implementation experience with various project management methodologies (Agile, Scrum, Waterfall).

  • Have experience with continuous improvement methods.

  • Possess strong verbal, written communication skills and be detailed oriented.

  • Must be willing to work in a fast-paced environment and be willing to adjust to changing priorities while maintaining a can-do attitude.

  • Be a self-starter and can work independently.

Education

  • Bachelor's degree (Computer Science or Engineering) plus 2-4 years of work experience in related industry or equivalent.
