Northrop Grumman Defense Services sector is seeking a Technical Lead to join our team of qualified, diverse individuals. Put your years of experience into a future of excellence...The qualified applicant will become part of Northrop Grumman's team to support the U.S. Customs and Border Protection (CBP) Passenger Systems Program Directorate (PSPD) suite of computer and automated software applications. CBP PSPD supports a broad range of complex business systems which are instrumental to the CBP mission of securing our borders while facilitating legitimate trade and travel. This role will include leading and mentoring software developers, testers, operations specialists, and database specialists throughout the full lifecycle development.

Duties and responsibilities include:

  • Technical lead for Enterprise Reports team responsible for large data warehouse including design and implementation, data architecture, data integration, data quality, data modeling, reporting/analytics and ETL processes

  • Oversight of all technical aspects of several customer-facing applications, reports, and back-end processes

  • Provide technical alternatives for solutions and level of effort estimates

  • Technical oversight over a team of technical professionals

  • Lead, coach and mentor technical team members and junior engineers

  • Support business analysts and developers to document data requirements and establish documentation standards.

  • Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data

  • Work with large datasets to provide real time value to ongoing mission support staff.

  • Assist with reports and data extraction; Troubleshoot data-related problems and recommend maintenance or modifications

  • Address Tier 2 requests escalated to the application team for incident resolution, problem determination, and conduct root-cause analysis of application issues causing outage or performance degradation

  • Devise and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects

  • Establish rules and procedures for data sharing with upper management, external stakeholders etc.

  • Prioritize requests and communicate schedule to all stakeholders including customers

  • Participate in agile ceremonies and interface with agile team(s) and other program staff as required.

  • Design and architect applications to scale and perform well in production environments

  • Provide implementation, release migration, and after-hours production support when needed

  • Monitor and tune system to achieve optimum performance level and provide reports to support metrics collection

  • Ensure appropriate monitoring and alerting for applications

  • Conduct code reviews and document results

  • Conduct interviews for technical staff

Work will be performed on site at DHS offices in Northern Virginia, and via telework. Some travel between local DHS sites may be required.

Basic Qualifications:

  • 14 years related experience with a Bachelor's Degree or 12 years with a Master's Degree in Computer Science Math or Engineering related degree

  • Must be a U.S. Citizen and able to obtain a DHS security clearance prior to start.

  • 10 years' experience implementing in large data warehousing design and implementation, data architecture, data integration, data quality processes, data modeling, reporting/analytics and ETL processes

  • 8 years' experience leading teams of technical workers in Agile development and O&M activities.Ability to interface directly with customers on a daily basis, gathering requirements, demonstrating features, participating in Agile events, etc.

  • 5 years' experience with tools such as BusinessObjects and Informatica

  • 1 years' experience with enterprise applications in the Cloud, e.g. AWS, Azure.

  • 2 years' experience in Agile, SAFe, DevOps

Preferred Qualifications:

Candidates with these desired skills will be given preferential consideration:

  • Active DHS or DoD Top Secret Clearance

  • Minimum of 5 years' experience designing and executing complex data queries utilizing diverse data sources as well as both structured and unstructured data

  • Experience in logical and physical data models using tools such as Erwin

  • Knowledge of data and change management principles and proficiency in the use of data management tools

Northrop Grumman is seeking qualified Tech Leads to become part of its team supporting a suite of software applications for a Department of Homeland Security (DHS) program in Northern Virginia. Duties and responsibilities include: * Lead, coach, task manage, technical plan, and mentor team members and more junior engineers * Provide ownership of the architecture and design of the system Develop applications using full stack java in a Linux environment ensuring that the software quality conforms to established policy and standards. * Monitor and tune system to achieve optimum performance levels * Migrate the application to a Continuous Integration / Continuous Development (CI/CD) pipeline. * Run SonarQube reports and address blockers, critical and major issues, and code vulnerabilities * Develop Junit tests to support code coverage as part of the CI / CD pipeline * Support system integration testing and address defects * Share best practices with a focus on re-use of application code * Be able to manage multiple assignments, changing priorities, and work independently with little oversight. * Participate in the agile ceremonies and interface with the agile team(s) and other program staff as required. * Communicate effectively in written and verbal communication coupled with strong listening skills * Keep current with technology trends, identity innovative solutions to current problems, and recommend integration strategies to incorporate new technology into current pipeline. * Provide deployment and occasional off hours support All work will be performed on site at DHS offices in Northern Virginia.
