  • Current JOB DESCRIPTION: Raytheon is seeking a Technical Lead Service Management (TL-SM) for a new opportunity in Dulles, VA . This contingent pursuit provides Managed Network Services to a Proprietary Customer; transitioning the Customer's current site-based processes and practices to single multi-site enterprise standards.
    The Technical Lead for the Managed Services strategy will effectively align the Government's Infrastructure Service Provider model and support service optimization.
    The TL-SM position provides prioritization, technical direction and clarification of requirements to program teams & engineering personnel.
    Oversee a team of software and systems engineers, information assurance technologists and systems administrators in accomplishment of engineering tasks in a development and operational environment.
    The TL-SM must manage technical program aspects, care for personnel at multiple CONUS & OCONUS sites, perform schedule and cost reporting, provide regular briefings to the customer and other government entities; including, but not limited to, program management reviews, contract transition, technical meetings and education outreach programs.
    Responsible for regular customer interactions, technical evaluation of requirements, management of awarded scope and allocation of resources.
    This position requires travel to CONUS/OCONUS sites to ensure employee morale, the quality of the work being done and that requirements of the contract are being met.
    Duties include program transition, execution, planning, budgeting; the development of risk and opportunity plans; program expansion; the establishment and ongoing review of metrics, tasks and processes to meet customer requirements for establishing Service Level Agreements to meet program requirements; and the transition of managed services.
    The TL-SM will work closely with the Raytheon team and the Customer team to develop and maintain trusting relationships.
    The successful TL-SM will provide effective and creditable program capabilities and options to the customer, the Raytheon team and the IC community.
    DUTIES INCLUDE, BUT ARE NOT LIMITED TO : * Technical Lead for the program Service Level Management strategy to effectively align with the NISP and support service optimization
  • Plan and support the delivery of managed services across a large IT infrastructure environment, to include
  • Change, Configuration and Release Management
  • Provide expertise in the planning and execution of transitioning new and changed services into operations; ensuring the requirements of Service Strategy and Service Design are effectively realized in Service Operations

  • Manage a standardized method or process for the efficient and prompt handling of all requested changes; implement a Change Board to review and approve proposed changes and that unauthorized changes are not allowed

  • Identify, control, record, report, audit & verify service assets and configuration items, including versions, baselines, constituent components, their attributes and relationships

  • Provide a consistent and standardized process to determine the performance of services

  • Lead Team Raytheon personnel and sustaining a professional, technical & administrative support staff adequate to accomplish defined and anticipated contractual tasks

  • Perform supervisory duties for assigned managers, to include training, performance reviews and development/maintaining job descriptions

  • Ensure Raytheon team performance compliance with prime contract requirements and pricing schedules

  • Prepare cost performance reports as required by contract deliverables for Firm Fixed Price CLINs

  • Manage Other Direct Costs to comply with Raytheon's contract

  • Ensure that all modifications to operational environments are planned, managed & coordinated to facilitate smooth transition into live operations

  • Provide knowledge and information about services, service assets and service-related processes

  • Active participation in development of service transition policies and processes

  • Perform systems development analysis including trade studies, use case development, requirements definition and derivation, interface definition, requirements validation and verification

  • Work closely with internal program and external organizations to develop a strategic roadmap to recommend and implement new services that meet customer needs

  • Active participation in program baseline management and risk and opportunity management

  • Attend technical exchange meetings with team members and other program personnel and represent the organization in matters pertaining to the development and delivery of requirements of assigned systems

  • Provide document review and resolve technical systems engineering and integration issues

  • Support Task Order efforts as required for delivery of new systems or services.
    Manage time and resources in order to meet assigned deadlines

  • Acts as a change agent to transition from an infrastructure support model to a managed services model

  • Ensures service delivery compliance with SLAs and quality

  • Primary POC for Customer for all deployed managed services REQUIRED: * Active TS/SCI security clearance eligible for crossover, current CI Polygraph

  • Bachelor's degree in a related technical field (Science, Technology, Engineering and Mathematics (STEM)) * Minimum 8 years related experience

  • Relevant experience with IT service transition of similar size, scope & complexity

  • Knowledge of ISP/ASP models as they relate to engineering service delivery

  • Demonstrated self-starter proactive in determining goals & objectives; ability to be productive with little supervision; ability to lead

  • Able to decompose and communicate system/software architecture principles/governance concepts

  • Strong foundation in Continuous Integration; solid understanding of Agile and Scrum methodologies

  • Able to create a vision/lead a team to implement common principles

  • Able to determine solutions compliant with system performance, availability & reliability constraints

  • Strong change management skills, strong sense of urgency

  • Experience leading IPTs, projects, programs consisting of SE/SW development, deployment, IV&V functions

  • Strong collaboration skills & ability to coordinate with multiple teams

  • Strong analytical, quantitative, technical aptitude with excellent written/oral communication/presentation skills

  • Able to collect data, establish facts, define problems, draw valid Conclusions, implement corrective action

  • Able to work in a multi-customer environment-government & industry partners

  • Able to lead, collaborate with and inspire a cross-functional diverse team and a global customer community

  • Able to effectively work with and communicate with all levels of management and individual contributors on the program team

  • Maintain highest ethical standards * ITIL v3 Foundations certification DESIRED: * Advanced degrees and certifications: IT process improvement, capability frameworks

  • Managed Services lead in a government or commercial environment

  • Systems engineering: operations concept development, requirements management, use case development, technical risk management, ICD development

  • Procedure development, training, transition planning, installation and Deployment, cost estimation

  • Raytheon Six Sigma Specialist or equivalent * ITIL V3 Expert

The Operations Team is the primary response point of contact and mitigation for all internally generated alerts with the objective of resolving more than 85% of the issues internally. An ideal candidate will have previous experience in leading a technical team using a standardized framework of policies and procedures, previous experience leading operations supporting CDN, VOD, Live Video and Live Linear Services and/or large-scale Internet network and experience leading a team responsible for operating the network 24x7x365.
