Celestar Corporation has an IMMEDIATE NEED to identify multiple Technical Editor Mid Level to support the DIA UFAC, Washington, DC. If interested and qualified, we welcome you to apply for this challenging opportunity.

CLEARANCE REQUIREMENT: Active Top-Secret Level Clearance with SCI Access; CI Polygraph within 5 years or must be willing to complete upon selection. Clearance, Access and Investigation must appear in JPAS and be within scope (5 Years)

ANTICIPATED AWARD DATE: August/September 2019

ANTICIPATED START DATE: September/October 2019

PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years

LOCATION: Bolling AFB, Washington, DC


  • Review intelligence products for proper grammar, punctuation, and syntax, as well as for logic, clarity, and consistency

  • Ensure that style and format conform to agency publication standards and that language presentation is consistent with prescribed style guides and specialized vocabulary of subject matter fields

  • Amend draft tables, tone boxes, and graphics to ensure the content supports and is consistent with the accompanying text

  • Ensure proper classification markings in accordance with IC guidance

  • Work with authors to revise products for narrative organization, and negotiates further revisions as needed


  • Knowledge of and demonstrated ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures

  • Work semi-independently with oversight and direction

  • Ability to use logic when evaluating and synthesizing multiple sources of information

  • Understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications

  • Defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments

  • Produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats

  • Communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills

  • Proficiency using Microsoft Office tools

  • Develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols

  • Recognize nuances and resolve contradictions and inconsistencies in information

  • Comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category

  • Communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced

  • Structure analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines

  • Collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution

  • Develop concise, insightful, and comprehensive products for defense intelligence

  • Guide teams in researching multifaceted or critical problems

  • Knowledge and expertise regarding DIA and DNI analytic tradecraft, standards and styles, and the IC analytic production process, templates and guidance

  • Conduct source check and classification reviews for analytic products (ICD 206 or subsequent revisions

  • Proficiency in translating analytic production data into quantifiable metrics

  • Experience using RMT, TAC, M3, MIDB, NPW, Microsoft Access and Excel data base programming

  • Experience performing production management responsibilities such as Analytic product scheduling and tracking, Analytic Metrics, Management of UFAC analytic dissemination and product verification process


  • Eight (8) years of experience conducting analysis relevant to the Technical Editing with at least a portion of the experience within the last two (2) years

  • Bachelor's degree in an area related to Technical Editing requirements from a college or university accredited by an agency recognized by the U.S. Department of Education.

Position requires the individual to perform program analyst tasks, basic Engineering/Project Management principles and administrative functions. The individual must be able to work with limited supervision as part of the program management team. The individual must work closely with the Federal Aviation Administrations (FAA) PMO, supporting the Program Control Group. Specific Requirements: * Provide advisory and analytical support for development of strategies, planning and implementation activities associated with the execution of fundamental changes in how the FAA Air Traffic Organization (ATO) conducts business. Focus on building, maintaining and analyzing schedules and budgets as well as support in planning, developing and implementing strategic plans and schedules; communication planning; develop, coordinate and obtain senior level management input and approval for planning agendas, logistics and communication of planning sessions; capturing and managing action item status. * Responsible for developing and analyzing weekly/monthly reports on business related metrics and program progress reports. * Participate in peer reviews for resources. * Ad-hoc program analyst and strategic planning tasking as requested by the client. * Administer and update KSN – design, calendar and files. * Setup, coordinate and manage meetings and conferences including biweekly PMRs. * Monitor program goals and provide activity target updates to executive leadership. * Provide data and enterprise risk analysis. * Formulate agendas, briefings and other supporting artifacts for manager(s) as requested. * Mentor and coach employees as needed based on requirements. * Provide solutions for improvements. * Improve efficiency of established processes and recommend new processes. * Help new personnel transition into the Program Control Group.
