ICF's International Health and Development Team is looking for Technical Director and Senior Evaluation Advisor for the anticipated 5-year USAID/Global Health Evaluation and Learning Support (EvaLS) Activity. The Technical Director and Senior Evaluation Advisor will take an active role in planning, conducting and overseeing evaluations and assessments including: review of SOWs, review of evaluation budgets, identification of appropriate evaluation methodologies, ensuring selected tools and techniques are fit for purpose, identification of appropriate team leads for evaluation assignments, and technical review of evaluation plans, tools, and final reports. The Technical Director and Senior Evaluation Advisor must act to ensure the project provides high quality, transparent, independent, and collaborative evaluation services in compliance with the USAID Evaluation Policy. S/he will also be required to provide input and/or oversight for learning and for dissemination activities.

This position is contingent upon award.

Qualifications and Technical Skills

  • Graduate degree in evaluation, biostatistics, social science, public health or other related area

  • At least 7 (11 preferred) years of experience in monitoring and evaluation, of which at least 3 (4 preferred) years is in a developing country

  • At least three years of experience managing evaluations of complex health programs in developing countries

  • Experience working with USAID monitoring, evaluation, and learning activities

  • Familiarity with analytical software such as STATA, SAS, and SPSS

  • Familiarity with administering on-line surveys using software such as Qualtrics, Google Forms, Survey Monkey

  • Familiarity with qualitative data analysis software such as ATLAS.ti, NVivo, DeDoose, MAXQDA.

  • Proven strong leadership and teamwork skills and ability to deliver results within specified and often changing timeframes

  • Proven ability to ensure the team produces credible evidence in support of its conclusions and recommendations from analyses undertaken

  • Excellent English verbal, interpersonal and written communication skills

  • Strong analytical, problem-solving and decision making capabilities

  • Ability to work in a fast-paced environment

  • Ability to travel up to 25% time

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

It is an IT Operations and Maintenance contract. This is a senior level position that will be responsible for successful delivery of all the requirements in the PWS to the customer. The PM manages and integrates all program activities in accordance with contract requirements and ensures technical, schedule, cost, and financial performance. The PM has P&L responsibility for the program and maintains the program baseline and executes the program to comply with baseline requirements. The PM manages risk, customer relationships, and program staffing. The PM ensures compliance with quality standards and escalates challenges to SAIC leadership. The PM must be able to perform and lead both daily tactical execution and longer term strategic planning and continual service improvement. The PM leads coordination and communication to integrate all program subtasks and service areas into one aligned, coordinated, and comprehensive program. The PM identifies and analyzes variances (technical, quality, cost, schedule, etc.) and directs corrective actions and manages and integrates approximately 165 program staff that includes subcontractors and task leads. Provides guidance, direction, and mentoring to cross functional teams. Negotiates and resolves complex conflicts, disputes, and negotiations, and resolves multifaceted personnel issues in coordination with HR and Program Oversight. The PM develops strategic BD plans to expand current account offerings and plays a lead role in developing or executing re-compete capture plan. Description of Duties: * Lead and direct all SAIC and subcontractor personnel in the execution of all tasks related to the scope of the performance work statement. * Serve as the primary point-of-contact to the Government for all contract, scope, performance, and execution matters. * Oversee the execution of the tasks contained in the performance work statement in a manner consistent with the service level agreements in the contract as well as industry best practices and execution standards. * Oversee reporting of performance and execution data and information on a periodic basis and address Government questions and concerns as the representative of SAIC. * Manage all Team SAIC staff ensuring proper execution of tasks, completion of work assignments, and professionalism at all times. * Oversee SAIC's invoicing process ensuring all invoices are submitted in a timely and accurate manner. * Meet with the COR and Contracting Officer on a regular basis to present deliverables, discuss progress, exchange information and resolve technical problems and issues. * Lead strategic initiatives * Facilitate and manage subcontractor issues and relationships Required Education/Experience: * Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more experience; PhD or JD and eight years (8) or more experience. * One of the following certifications: PMI PgMP; PMI PMP; or FAC-P/PM.
