Job Summary:

The Technical Delivery Manager is a leadership role with overall accountability for delivery of Human Resource Systems (HRS) product to the client base (internal and external). The position requires IT managerial experience partnering with product and program management teams to ensure deliverables are met from a development and deployment readiness for clients. The ability to drive results and management to a plan are key to the successful delivery of client commitments. This role requires strong project, financial, and matrix team management skills. Client-facing work may also be required.

This is a director-level opportunity that will report directly to Director of IM Architecture.

Job responsibilities include, but no limited to:

  • Accountability for delivery of HRS products to the client base, tracking project milestones of the product development and testing activities.

  • Responsibility for planning and delivering all components of the Deployment Plan (toolkit to include process, schedule, sales collateral, presentation, requirements, testing and launch materials). Once delivered, ensure smooth transfer of responsibility to the ongoing Delivery organizations.

  • Partnership with the Technical Solutions Manager on any non-standard request to ensure delivery and documentation of the deployment process and transition of support to the ongoing team.

  • Validation that functional and non-functional delivery is incorporated into the project plans for successful project execution.

  • Responsibility for financial management including direct management of costs and financial reporting, as it applies to projects executed within Technical Delivery Manager's responsibilities. Accountability for timely financial submission at project initiation and tracking through completion.

  • Responsibility for delivering and monitoring delivery of Deployment program to the agreed upon project plans. Work closely with Project Manager to leverage impact analysis and progress report.

  • Partnership with Product Manager to deliver Deployment Kit/templates.

  • Responsibility to lead both the internal and external governance process for all deliverables. Participate, as needed, in Client Steering Committee meetings (as hosted by Program Manager).

  • Responsibility for ensuring that resource plans exist (Conduent deployment resources) and staffed per the work plan with input from the Technology Delivery Leaders and Project Manager. Escalate significant gaps in a timely basis to the appropriate CTS technology leaders.

  • Proactive identification and management of cross-functional Issues and Risks to ensure they are being resolved, escalated and managed to avoid a negative impact. Ensures the early escalation of stalled or disputed issues following the issue management process. Primary escalation point for Project Managers and CTS Technology team leads.

  • Mediator of conflicts and preemptively removes roadblocks that may impede progress.

  • Responsibility to ensure that the Project Manager and CTS Technology teams are satisfactorily performing duties. Identify and address performance deficiencies as required.

  • Other duties as required based on project-specific client implementations, including participation in client-facing discussions.

KPI's: Deliver on time, on budget, on specification, and at a high level of quality and customer satisfaction.


  • Technical/Computer related bachelor's degree is required. Advanced degree is desired.

  • Minimum of seven (7 ) of managerial experience. Managerial experience preferably in IT project implementation and/or operations

  • Demonstrated leadership/influencing leadership and cross functional teams and maintaining accountability for major business initiatives

  • Self-starter that learns and adapts quickly to frequent changing priorities

  • Strategic and analytical thinker who can analyze data to make appropriate decisions/recommendations and shape business strategy

  • Strong communications skills (interpersonal, presentation, written and verbal)

  • Must consent to and successfully clear all required pre-employment screenings
