About the Career: In this role, you will lead a team of FTE and global resources responsible for developing processes and best practices within the quality engineering services job families that focus on quality engineering practices, training, building community, alignment to processes, and metrics.

In partnership with Business Delivery leaders and our business partners in testing, you will champion solutions from concept through implementation and ensure proper transition to new and on going application of tools and training support. And you will build and drive high performing relationships with strategic development partners to ensure consistency and high quality within Wellmark Quality Engineering Services.

Minimum Qualifications Required (all must be met to be considered)

  • Bachelor's Degree in related field or direct and applicable work experience

  • Minimum 7 years of business systems/testing experience to include 4 years of implementing quality engineering practices

  • Extensive IT testing experience including both testing and test coordination; Test Management Tool Expertise (e.g. HP Quality Center), test automation capabilities, testing metrics, implementation of digital transformation initiatives, cloud based solutions and exposure to security testing

  • Experience with functional system testing, inter system / application integration testing, user acceptance testing, performance and Resilience

  • Leadership skills typically gained through a combination of project or informal leadership that demonstrates knowledge of work processes, products and services, and leadership competencies

  • Proven skills in motivating and influencing others; ability to build collaborative relationships across the organization

  • Demonstrated strong analytic abilities and strong problem solving skills

  • Familiarity with various complex project management, process improvement, testing, and system development methodologies and processes

  • Ability to think strategically and provide consultative advice to stakeholders

  • Highly effective interpersonal and group communication skills, including issue resolution and conflict management

Hiring Specifications Preferred

  • Bachelor's Degree in related field

  • Four years of experience in healthcare industry payer domain, and experience in implementation of Facets

  • Professional Certification (i.e. Certified Software Quality Analyst (CSQA), Certified Software Quality Engineer (CSQE), or Certified Software Tester Exam (CSTE)

  • Demonstrated ability to coach and mentor teams

  • Ability to act as a key change agent by taking industry best practice knowledge and applying to Wellmark

  • Ability to support change management activities in a rapidly changing industry and technology

Job Accountabilitiesa. Provide leadership and daytoday management of financial and human resources, primarily focusing on employee coaching, development, performance improvement, coordination and budgeting for staff and departments specific functions/services.

Support business objectives and produce results that are effective, accurate, and timely and on target to meet HR team and stakeholder needs. b. Responsible for the process, methods, best practice management and continuous improvement process for Wellmark Quality Engineering Services QES. Build, manage, and drive consistent tools implementation for IT test execution.

Review and approve test strategies and plans and ensure they are complete and meet the needs of the Program and Projects. c. Develop and oversee the quality engineering services transformation plan to meet overall Wellmark Technology strategic and business delivery objectives. Manage and oversee the operational delivery of quality engineering services functions that ensure quality deployment into production, meeting quality, time, and cost objectives. d.

Serve as a subject matter expert and assist in establishing a strategic operating vision for quality engineering services, including capability and maturity assessment, service model, and success criteria. As needed assist in developing and defining test strategies for the most complex delivery initiatives. e. Set standards, procedures, and controls across the systems development lifecycle SDLC in the areas of unit testing, functional integration testing, systems integration testing, nonfunctional testing, test automation, accessibility testing and user acceptance testing.

Evaluate, improve, and clarify the QES role accountabilities within the SDLC and project management methodologies. f. Drive the creation of job family roles within the quality engineering services community, as well as identify drivers and define role competencies. Oversee the design and delivery of courses, workshops, resources and assessment tools for quality engineering services job families within Wellmark Technology.

Develop and execute a plan to successfully deliver training and establish standards and methodology consistent with industry best practices. Communicate regularly on skill and/or training gaps and development opportunities. Promote a strong QES community for sharing knowledge and best practices across the QES job family roles. g.

Identify, develop, monitor, own, and communicate critical testing metrics via testing dashboard to ensure project execution success. Analyze data and leverage results to develop tactical and strategic process improvements. h. Collaborate and build trusted relationships with Wellmark Technology Delivery leaders, Business user acceptance testing/ testing teams, strategic vendors and stakeholders to establish and maintain the testing procedures to ensure consistency and efficiency within the company. i.

Optimize resource utilization by engaging shared service processes and tools to increase efficiencies and improve effectiveness. j. Lead Quality Engineering Services in various transformational efforts aligned to the department / Technology strategy. k. Look for opportunities to incorporate test automation for assigned projects or releases including tooling / solution accelerators to improve effectiveness and efficiency, managing and driving to completion the full body of work / scope.

The Role The Enterprise Complaints Management Office is actively searching for qualified candidates to join an exciting new leadership team. This senior leader position, Shared Services Operations Support Leader, will lead teams responsible for provide key support services to help the Executive Complaint Operations maintain capacity, identify site strategy opportunities, efficiently manage on-boarding and on-going access management, manage team member skills matrix, identify improvement opportunities, and support implementation of changes impacting the ECMO. This key leadership position will be responsible for working with leaders across the Enterprise Complaints Management Office, and line of business partners to ensure the team has the necessary support to deliver against our efficiency, effectiveness, customer experience, and team member experience targets. Key client relationships include all Executive Complaint Office leaders, ECMO Operational Risk Leader, ECMP Portfolio Delivery Leader, ECMP Business Process Owner, Corporate Properties Group leadership, Human Resources leadership, and the line of business partners we serve.
