JOB SUMMARY

The Team Leader for the Branch of Healthcare Facilities will be responsible for the issuance and recommendations for licensure and CMS Certification focused on Life Safety Code (LSC), Emergency Preparedness (EP), and Physical plant. This position is responsible for standards, methodology, quality assurance, operations and safety related to multiple rules and regulations based on the specific provider type.

What will I be doing in this job?

Supervising, directing, and mentoring the surveyors in Life Safety Code, Emergency Preparedness, and Physical Plant licensing and CMS

Serving as the Healthcare Institution (HCI) Branch liaison with the Arizona Department of Health Services Emergency Operations

Serving as Emergency Preparedness liaison for the Healthcare Certified Institution (HCI) and Certification with CMS

Reviewing individual, or coordinating the final review of findings and documents

Ensuring all forms and documents are accurately completed within required time frames and that the findings are enforceable

Recommending for or against Medicare and Medicaid certification and state licensure

Composing statements of deficiencies, cease and desist orders stipulations and other types of legal orders

Serving as a resource to providers, public, other governmental agencies, ombudsmen and health care professional regarding Medicare/Medicaid certification and/or state license related to LSC, EP, and Physical Plant

Accurately and timely preparation of Time and Effort Reports and ETE documentation to ensure appropriate allotment of federal budget monies

Touring and inspecting facilities to verify Life Safety Codes, Emergency Preparedness, and Physical Plant compliance

Conducting complex/high profile complaint investigations and surveys

Conferring with and advising administrators and staff of facilities regarding areas not in compliance with state rules and CMS regulations

Conducting entrance and exit conferences with administrators and staff of facilities

Testifying at administrative and judicial hearings as necessary

Participating in performance improvement committees and work group

Attending meetings; participating in in-service training and continuing education programs both internally and externally

What does this job require?

Arizona Revised Statutes and Administrative Rules, inspection and investigation methods, case load management, policies and procedures applicable to state license and/or CMS certification, and operational policies and procedures

Americans with disabilities Act as it related to health care facilities

State and local standards for fire protection, zoning and occupancy standards

Performance management model and continuous quality improvement methods in public health setting

Fire safety and emergency preparedness programs and processes

Oral and written communication and documentation

Analyzing and evaluating a wide variety of administrative and program records to ensure compliance with applicable state statutes and rules during inspections and complaint investigations

Observation and evaluation for signs of neglect and violation of standards including serious and immediate decision making for life threatening situations during inspections and complaint investigations

Problem solving, including identification, evaluation, action, initiation follow-up and ability to work effectively with a team environment or independently

Receive detailed information through oral communication

Travel and occasional overnight trips required

Qualifications?

The ideal candidate will have:

KSA'S acquired though 2 years of professional level experience in one or more regulated health care facilities

Bachelor's degree or professional license/certificate and three years of professional experience in health care or health related field

NFPA Fire Inspector 1 certification
2 years' experience in Emergency Preparedness

Licenses and Certifications?

Driving is required for State Business.
