Position Summary:

As a Team Lead

  • Mainframe Application Development Programming within the Servicing Systems/Transformation Base Organization, the selected candidate will take on a critical lead role to manage the full life cycle delivery of the technical solutions for Business projects from initial concept, requirements gathering, specification, design, delivery, acceptance to post production operational support. The Team Lead will manage and guide resources aligned across multiple agile teams and will help build a road map for applications, defining target architecture in discussion with Senior Enterprise architects, LOB leadership and other key stakeholders using enterprise architecture best practices.

Required Skillsets:

  • 8+ years of hands on mainframe experience

  • 5+ years of experience in leading/managing development for enhancements and major initiatives on a mainframe platform.

  • Subject Matter Expert in one or more consumer products, e.g. Mortgage, Auto Loans, Student Loans etc.

  • 8+ years of hands-on experience in CICS

  • 8 + experience with setting up MQs, CICS Webservice Integration with other midrange platforms

  • 8+ years of Dev experience with COBOL, VSAM, DB2, JCL, Eztrieve, SAS,CA-7, Assembly language

  • 7+ years of experience with code quality, code review, static analysis and unit test tools

  • Experience in Build & CI pipeline management tools

  • Ability to conceptualize, design and execute a customized end-to-end CI/CD pipeline and workflow solution
  • 8+ years of experience with Endevor and Changeman code management tools

  • Experience utilizing a structured project management methodology, including agile, as well as formal tools and approaches

  • Experience with recognized Agile project management tools Rally, JIRA etc

  • Proven solid app dev management experience with resources aligned across multiple Agile teams

  • Ability to provide guidance to (or serve as) the Product Owner (PO) for a Mainframe Agile Team

  • Ability to effectively communicate, interact, and influence Senior Technology, Business, & Operational partners

Preferred Skillsets:

  • Hands on experience with Advanced Loan Systems (ALS) with GN architecture preferred and a significant plus

The CACSG Team Lead serves as a technical mentor for other team members when they need assistance, provides guidance on technical decisions and also assists the Architect and Manager to triage and prioritize work by providing LOE and impact analysis. Critical Duties & Responsibilities: * Develop efficient automated solutions to solve business problems that impact multiple systems. This includes but is not limited to gathering, evaluating, and documenting requirements for system enhancements * Design automated and manual solutions to solve complex business problems * Write detailed program and database specifications that effectively communicate and design test data and procedures to test all application functionality * Act as primary team lead for proactively researching CACSG, PASS, Return Reconstruction software version end of life and/or patch releases, coordinating all CACSG/PASS/RR upgrades, patches, and fixes as required in a structured format and updating the TAXi Patch Tracking website * Perform program development in CACSG, PASS and Return Reconstruction and independently design and code complex programs/modifications and adhere to development standards * Mentors and provides program development assistance to team members * Perform project management activities and assist Application Architect to plan, organize, coordinate, and assign tasks for timely project implementation Did you know that over 8 million citizens rely on more than $22.3 billion of revenue the Virginia Department of Taxation collects to fund government services that affect their daily lives? Minimum Qualifications * Considerable experience working with PowerBuilder * Demonstrated proficiency in Oracle Database, SQL, SQL Performance tuning, or PL/SQL Stored procedure * Considerable experience with Unix/Linux server and comments to perform basic functionality on the server and experience in scripting Shell script on these servers * Excellent verbal and written communication skills * Experience independently analyzing program specifications, and coding and testing programs according to specifications * Experience writing design specifications for complex programs * Experience solving automated system problems and working in a team environment * Significant experience working on multiple projects * Demonstrated ability to learn new skills and technologies, and applying them in developing innovative and more effective customer solutions * Significant experience mentoring other team members * Considerable knowledge and understanding of the TAX subsystems supported by the team Preferred Qualifications * A Bachelor's degree or certificate in Information Systems or IT Management or the equivalent * Business Knowledge and understanding of CACSG, CDCO, PASS, and Return Reconstruction * Knowledge of API, COBOL, Java, C++ or .Net Special Requirements All Virginia Tax employees must be current with filing their tax returns ensuring they were filed in compliance with established laws, rules and regulations.
