SUMMARY

TEACHER ON SPECIAL ASSIGNMENT (TOSA)-ECSE

TOSAs are highly qualified professionals that have been identified as having high-level skills that fit the unique needs of a site or district-wide program outside of classroom instruction. TOSA opportunities provide exposure to unique program responsibilities and development that enhance an educator s career and focus on the effective instruction and acceleration of achievement MPS students.

The TOSA, Administrative will work directly with building administration to coordinate, develop, implement, and evaluate projects and tasks related to the School Improvement Plan that will lead to accelerated academic achievement for MPS students.

Under general supervision, assists the Principal to provide educational leadership for a MPS Middle School; promotes the educational development of students, provides leadership to assure functional excellence, and manages and coordinates school activities and programs.

Supports student centered learning environments that focus on multilingual and multicultural student needs.

  • Provide ongoing professional development for teaching and support staff

  • Assess current reality of existing structural supports and implement process of continuous improvement

  • Develop structural support parameters to support the functioning of data teams, instructional leadership teams, and professional learning communities within buildings related to their responsibilities for student engagement.

  • Create data reports and data review cycle for school level teams and executive stakeholders.

  • Communicate effectively with teachers, parents, students and various school and community stakeholders.

  • Demonstrate working knowledge in instruction, standards and assessment that support school improvement.

  • Actively involve stakeholders in effective decision-making and meeting deadlines.

  • Engage in creative, innovative problem solving to empower teachers to implement instructional techniques best suited for urban students.

  • Model high expectations for staff, students, and self.

Knowledge of:

MPS organization, operations, policies and procedures.

State and Federal laws and regulatory issues governing public education, including rules and regulations of the Minnesota Department of Education.

Legal, ethical and professional rules of conduct for public education teachers.

Specialized MPS and state agency software applications and procedures.

Principles of record keeping, records management, and management of confidential records.

Personal computers utilizing standard and specialized software.

Safety rules and regulations.

Skill in:

Identifying problems and opportunities, and developing solutions.

Understanding and applying educational standards and procedures, Federal and state rules and regulations, and MPS policies and procedures.

Using motivational skills to inspire staff, facilitate teamwork, and support innovation.

Using initiative and independent judgment within established procedural guidelines.

Coordinating the work of assigned staff.

Assessing and prioritizing multiple tasks, projects and demands.

Developing and maintaining a public education learning environment in which positive, appropriate behavior is encouraged, and discipline problems are minimized.

Providing effective customer service, and dealing tactfully and courteously with the public.

Collaborating as a team member, with colleagues, staff and community representatives.

Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies.

Maintaining emotional control in a high stress environment.

Operating a personal computer utilizing standard and specialized software.

Communicating effectively verbally and in writing.

Minimum Qualifications:

A passion for student achievement, the conviction that all students will learn, and a drive to close achievement gaps between student groups

3+ years experience improving outcomes at a school level

MN Teaching License; Administrative license preferred

Final candidates may be invited to interview with a committee. Final appointment to this position will be contingent upon passing a criminal background check.
