This program management position directs all phases of programs from inception through completion. Incumbent is responsible for the cost, schedule and technical performance of assigned programs or projects. The incumbent will develop business plans; lead the preparation of proposals; develop work statements for subcontractors; interpret work statements/specifications from buyers; oversee the development of pricing for proposals; oversee program operating budgets; and ensure the efficient execution of contract in compliance with its terms/conditions.
The incumbent will be responsible for establishing program milestones, an integrated master schedule and an overarching execution plan and then reporting on deviations to and opportunities generated from the execution. The incumbent orchestrates the work of employees assigned to the program from technical, logistical, financial, and administrative areas of the organization. This includes identifying resource shortfalls/excesses and working through the supervisors of the functional areas to resolve them.
The incumbent acts as primary customer contact for all program activities to include leading program reviews, which report on cost, schedule, and technical performance. The incumbent must thoroughly understand the design concepts, criteria and engineering efforts required to provide a satisfactory customer solution and be able to assess the state of technology sufficiently to oversee the engineering department's product research, development, integration and test. Incumbent may be asked to assist in the development of new business or product lines that meet current/future customer requirements.
Candidate must possess a Bachelor's Degree in Logistics, Business, or a related scientific/technical discipline from an accredited school. Must have 4-9 years of experience demonstrating progressively more responsibility in acquisition, modification, and/or sustainment of military systems.
A candidate with a Master's Degree must have 2-7 years of similar experience. This experience should demonstrate understanding and mastery of all facets of program management from receiving and understanding technical requirements to developing an integrated approach and schedule to deliver a product that meets those requirements. This will be done in an IPT environment where the incumbent will orchestrate the efforts of engineering, logistics, procurement, contracting, finance, and technical services to ensure a safe, effective solution is delivered to meet the customer's requirements.
An understanding of engineering design, manufacturing, testing, and sustaining military aircraft modifications is essential. Experience with US Special Operations Aircraft is a plus as is Project Management Professional (PMP) certification and/or similar accreditation via the DoD acquisition/logistics system (e.g. Level II/III Program Management; Level II/III Acquisition Logistics).
Candidate must be able to obtain and maintain a DoD Government Secret clearance.
