SECTION I-JOB DESCRIPTION

SUMMARY:

Under the supervision of the Clinical Program Director or designee and clinical supervision by the TB Physician and/or Health Authority. The TB Supervisor is responsible for assessing, planning, coordinating, evaluating, and delegating the delivery of skilled patient care to meet the goals and objectives of the Tuberculosis Program. Administers program focused on outreach and education, special populations, DOT, correctional, institutional and health care facilities.

ESSENTIAL FUNCTIONS:

  • Employee will accurately document all time worked.

  • Responsible for ensuring TB services provided are consistent with the most current DSHS TB Standing Delegation Orders and Standing Medical Orders for Tuberculosis Prevention and Care, as well as departmental policies and procedures.

3.The TB Supervisor is responsible for assessing, planning, coordinating, evaluating, and delegating the delivery of skilled patient care to meet the goals and objectives of the TB Program.

4.The TB Supervisor is directly accountable and responsible for supervision of the TB Elimination Program staff and activities undertaken in providing health care and services to TB patients.

5.The TB Supervisor assists in conducting home visits, chart audits, hospital visits and other duties deemed necessary for the complete care and management of TB patients.

6.Supervises the maintenance of patient records, ensuring the completeness and accuracy of documentation, including data submitted onto DSHS designated TB electronic databases.

7.Assist with initial phone and/or in-person contact with newly reported TB suspects and/or TB cases, as needed.

8.Monitors patient care to ensure quality and consistent evaluation and treatment practices for persons with suspected or confirmed TB disease and latent TB infection. .

9.Act as a clinical resource for nursing and medical assistant staff.



  1. Provide assistance in locating high priority and difficult TB cases, suspects and contacts in order to help ensure the delivery of adequate treatment including compliance with DOT and patient's treatment regimen.

  2. Responsible for ensuring successful attainment of performance measures in providing TB services.

  3. Responsible for contacting and educating healthcare facilities, private physicians and hospitals infection control staff to help ensure confirmed TB cases/suspects are reported within one working day.

  4. Responsible for evaluating nursing staff for compliance of program policies and procedures, laws and regulations, and professional standards.

  5. Responsible for Quality Improvement for case management and cohort reviews as required by DSHS and departmental procedures.

  6. Responsible for maintaining TB data and ensuring its accuracy in developing program reports for the department and as required by DSHS.

  7. Responsible for orientating and supervising TB Elimination Program personnel.

  8. Interprets the TB Elimination Program plan of care and demonstrates appropriate procedures as necessary to licensed vocational nurses, medical assistants, community service aides and other personnel.

  9. Leads the team in identifying the needs for modification and implementation of the plan of care for the TB Elimination Program.

  10. Assist with new hire orientation, staff in-service education, and TB program staff meetings.

  11. Performs and provides and assists with direct patient care as needed and informs physician of changes in client needs or services requested.

  12. Responsible for establishing linkages with Texas-Mexico Binational TB Program, and other border and or governmental organizations to reduce transmission of TB and to protect public health in Texas.

  13. Contributes to the attainment of goals set by the TB Program by utilizing contact with individuals and the community to establish relationships, which contribute to the public awareness and understanding of services provided by TB Elimination Program.

  14. Attends State TB program meetings and trainings, as required or as needed.

  15. Participates and assists in coordinating the patients plan of care services in the best interest of the patient and to help reduce transmission of TB.

  16. Responsible for ensuring written protocols and guidelines of the TB Elimination Program are in place and are adhered to.

  17. Responsible for TB outreach workers conducting DOT activities in the community with the TB cases/suspects.

  18. Assist in making referrals to in state or out of state on TB cases/suspects or prophylaxis clients.

  19. Responsible for obtaining and reviewing completeness and accuracy of quarantine documentation on TB Case/Suspects (warning letter).

  20. Works closely with correctional facilities and/or congregate settings to prevent and reduce transmission of TB.

  21. Assists with the development and coordination of TB presentations for outreach and education in the community, for case investigations, and as needed or requested.

SECTION II-JOB REQUIREMENTS

EDUCATION AND EXPERIENCE:

Licensed to practice as a Licensed Vocational Nurse in Texas and two (2) years' experience in a clinic setting, preferably with infectious diseases.

KNOWLEDGE, SKILLS, AND ABILITIES:

Fundamental knowledge of professional nursing principles, techniques, basic science, and of community health and welfare resources. Ability to apply professional nursing principles, techniques and basic sciences in homes, clinics, and the community. Carry out written and oral instructions and exercise judgment in application of nursing care. Performance shall be limited to those acts for which he or she has been prepared. Knowledge of accepted procedures for disposing of used supplies. Ability to observe general physical condition of patients to detect signs of abnormalities, ability to record observations completely, accordingly, legibly, and concisely. Knowledge of English and Spanish languages Knowledge of infection control measures and safety. Communication skills to effectively communicate with clients and public.

SPECIAL REQUIREMENTS:

Must have a valid Texas Driver's License, comply with State of Texas driving laws, and maintain an acceptable driving record. Must have reliable transportation. Employees of Cameron County may be required to work during any natural disaster or emergency. Criminal background check is required for employment or continued employment.

PHYSICAL DEMANDS:

Good health and physical condition sufficient to permit full performance of the duties of the position. If additional assistance is required, employee must request assistance prior to performing the assignment.

SECTION III-JOB DIMENSIONS

CONTACTS:

EXTERNAL CONTACTS:

Occasional contact with other health, social and educational care agencies and outside organizations. Frequent contact with DHHS staff and other county departments. Communication is via telephone, written communication and face to face.

INTERNAL CONTACTS:

Utilizes tact when dealing with County employees, health, social and educational care providers, and clientele regarding operations issues. Constant contact with Human Resources Office.

Communicating is primarily face-to-face, via telephone and through written communication.

RESPONSIBILITY:

Comply with Cameron County and Department of State Health Services rules/regulations and display a positive public image. As a Cameron County employee, the identity of every client shall be kept confidential except to the extent necessary to carry out the purpose of an investigation, hearing, or judicial proceeding.

DIFFICULTY:

Judgment is required to ensure completion of job activities as assigned by the immediate supervisor or designee. Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals.

GUIDANCE:

As assigned by immediate supervisor or designee. It is the responsibility of the employee to know and maintain contact with their immediate supervisor or designee.

WORKING CONDITION:

Working conditions are primarily in a clinic, office, community center or field setting.
