Tax Economist- Tax Policy

Salary Range- $75,000.00- $85,000.00

GENERAL FUNCTION

We are looking for a Tax Economist to work in the Tax Policy Division of the Oklahoma Tax Commission. This person will be responsible for revenue forecasting of gross production taxes, analyzing tax policy changes and estimating corresponding revenue impacts, coordinating the completion of statutory reports, and assisting the Chief Economist with reviewing policy revenue impact statements across all tax types. This position will also maintain and update income tax models and numerous databases and perform other job duties related to tax policy and legislation.

  • Revenue forecasting

  • Coordinate the review, analysis, and comparison of industry oil and gas pricing information, current and historical production, and other data to forecast gross production tax revenues for upcoming fiscal years for purposes of revenue certification by the State Board of Equalization.

  • Participate in the annual Board of Equalization process of forecasting the major tax types, and present findings to Commissioners, agency leaders, and the Board of Equalization as required.

  • Review gross production tax information, produce monthly forecast update reports, and brief agency leadership as requested.

  • Work with the state contract economists on the design and use of statistically reliable economic models to aid in analyzing tax programs and in preparing quarterly economic forecasts.

  • Update monthly projections and prepare cash-flow analyses of appropriated state funds; prepare non-causal (time series) analyses on revenue data.

  • Maintain familiarity with regional, statewide, and local social economic data as a part of economic forecasting or special studies.

  • Micro-simulator program and data analysis

  • Run the income tax micro-simulator (using SAS) to estimate the revenue impact of proposed legislation, such as changes in tax rates.

  • Produce a revenue impact report from the micro-sim data to present to Legislature.

  • Review and maintain data sets to ensure "clean" data is available to run the micro-simulator.

  • Design and construct large scale and complex data bases for collection, storage, and retrieval of statistical information related to major tax programs, including operational data for administrative and operational analysis.

  • Review and evaluate revenue impact reports for proposed legislation.

  • Conduct fiscal impact analyses on proposed legislation regarding taxes, fees, or the apportionment of revenues.

  • Track measures as they progress through the legislative process and compile and analyze pertinent information regarding each bill and draft a report determining revenue and administrative impact to the State.

  • Review proposed legislation and corresponding revenue impact reports prepared by analysts to ensure accuracy and consistency.

  • Assist and advise the Governor's office, the Legislature, and other agencies regarding revenue related data, projections, or the impact of existing or proposed legislation on revenue.

  • Annual reports

  • Assist with the preparation, compilation and review of annual apportionment reports, legislative summaries, expenditure reports and other special projects.

PREFERRED QUALIFICATIONS

  • Education

  • A master's degree in economics or related field, or

  • A bachelor's degree in economics or related field, plus 3 years of relevant experience in a tax or policy-related field.

  • Experience

  • Data analysis, modeling, and/or data management.

  • Programming using statistical software language, such as SAS or Eviews.

  • Knowledge

  • Oklahoma Statutes and Oklahoma Tax Commission rules

  • Tools and techniques used for data processing and analysis

  • Economic impact models

  • Statistical analysis and econometric techniques

  • Oil and natural gas industry

  • Policy analysis

SPECIAL REQUIREMENTS

Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant's home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
