Responsibilities

WHAT DOES A TAX COMPLIANCE OFFICER DO? As a Tax Compliance Officer you are responsible for planning, scheduling, and conducting independent Correspondence Examinations and related investigations of individual and/or business taxpayers. During these examinations that Tax Compliance Officer determines and advises on Federal tax liability as well as conducts an analysis of the taxpayer's financial condition and related operations. These examinations may include individual non-business with wages and investment income, sole proprietors, individuals with business and other supplemental income. In this position, you will also provide tax law and tax-related accounting educational assistance to both internal and external customers.

As a Tax Compliance Officer you will:

  • Plan and conduct examinations and related investigations of a variety of individual and/or business taxpayers.

  • Review examinations and related investigations of a variety of individual and business taxpayers involving complex tax issues and accounting records.

  • Advise taxpayers of their rights as defined in the examination and appeal guidelines, the actual examination procedures, and an explanation of current tax and reporting responsibilities and the importance and benefit of meeting future responsibilities.

  • Research taxpayer accounts and determine whether penalty and interest determinations are in compliance with statutory provisions, procedural and policy requirements.

  • Maintain a comprehensive knowledge and proficiency in performing complex interest calculations using a variety of computational software.

  • Recognize indicators of fraudulent activity and develops appropriate referrals.

  • Train and provide guidance to taxpayers, practitioners, and volunteers on technical tax law and accounting policies, practices, and principles as it relates to pertinent tax law modifications through seminars, speeches, or workshops.

You must meet the following requirements by the closing date of this announcement.

GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrated a substantive knowledge of business practices, basic accounting principles, and Federal tax laws and bookkeeping, use fact-finding techniques, and develop interpersonal skills. Qualifying experience should demonstrate knowledge of the Internal Revenue Code, regulations and administrative procedures related to the full range of personal, business, and other tax-related issues. Examples of qualifying experience include: Auditing various types of tax returns to determine tax liability of individual tax payers, businesses, or corporations; Interpreting and applying pertinent parts of the Internal Revenue Code and related regulations and procedures; Making determinations or audit on liability for Federal taxes; Program evaluation, internal audit or administrative management of the assessment and collection of Federal taxes; Investigating alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecution and assertion of civil penalties; or collecting delinquent Federal taxes, including canvassing for unreported taxes due, and securing delinquent returns; OR A. Master's or equivalent degree or 2 full academic years of progressively higher level graduate education leading to a degree in accounting, auditing, taxation, business administration, law, or other related fields; OR LL.B. or J.D., if related.

Grades 5 through 11: You may also qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

In addition, applicants must demonstrate their knowledge of Principles of Accounting. Candidates demonstrate this knowledge either through successful completion of 6 semester credits/9 quarter hours of college level accounting work or successfully passing successfully passing an IRS administered accounting assessment.

  • The experience may have been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

VIEW JOBS 1/5/2019 12:00:00 AM 2019-04-05T00:00 Role and Responsibility: Internal Compliance Audit Management: * Responsible auditing of business processes inclusive of first tier, downstream, related entities (FDRs) and/or delegated entities to ensure compliance with state and federal requirements * Execute an annual audit work plan to evaluate both internal areas and FDRs and/or delegated entities and to meet regulatory oversight and compliance requirements * Conduct review of Delegation Oversight activities to ensure company Oversight Program Effectiveness * Report potential risks, non-compliance or alleged violations External Audit Management: * Coordinate organizational participation in federal and state contract audits, regulatory audits, and site visits. * Prepare audit materials for regulator initiated audits and attend audit sessions * Respond to audits of Delegated Activities * Develop and maintain oversight document evidence related to Compliance Oversight events for state, Federal and Quality audits/ accreditation initiatives * Support accreditation initiatives, including URAC, NCQA and HEDIS Corrective Action Management: * Provide support to departments and business owners to enable effective compliance of delegates * Identify problems, develop solutions and implement a chosen course of action * Support business area in development of corrective actions and monitor corrective actions for complete implementation * Support business area in documentation of appropriate root cause analysis and effective remediation of root cause to prevent future deficiencies.
