WHAT DOES AN ON-THE-JOB INSTRUCTOR (OJI) DO? As an On-the-Job Instructor you will be responsible for delivering on the On-the-job instruction/training to individuals from within your organization. As an OJI, you will use your technical expertise and years of experience to plan and conduct training on basic and/or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation.

As an OJI you will be called upon to share knowledge and expertise with employees within your unit/organization in a one to one environment. You will perform these duties as a collateral duty assignment, with no change to your current position description or post of duty. As an OJI, you have the extraordinary opportunity of sharing you expertise and knowledge with others, while at the same time serving in a role that is of tremendous benefit to the Service as a whole!

As a Tax Specialist On-the Job Instructor (OJI) will:

  • Perform your regular duties and direct work, either phones and/ or

paper during non-training times. During the training assignment, if the OJI member is not

actively involved in the essential OJI duties, he/she will return to direct work activities when

not preparing, instructing, coaching and/or facilitating.

  • Coordinate as appropriate in delivering OJI instruction/training materials.

  • Analyze, write and review course material. Develop, plan, schedule, coordinate, and/or present basic, advanced, or specialized training material or instruction as assigned. Teach and/or provide instruction in recruit, basic, advanced, and specialized courses and technical knowledge, counsel others during the progress of the OJI to assist with problems and provide special guidance.

  • Coordinate with others who may be assigned on either a full time or part time basis for recruit, basic or advanced training as required. Assure that instructors or other coaches are informed of any changes in course or technical subject matter. Coordinate as appropriate on methods, techniques, training aids, and trainee management relative to assigned training or technical areas.

  • May also provide specialized OJI training to other OJI instructors, if appropriate.

  • Ensure familiarity with course materials, illustrative material, case studies, technical materials and OJI assignments accordingly. Ensure consistency in technical interpretation of regulations and their application. Recommend changes in emphasis, adjustment in the division of time spent in, discussion, workshop, or other elements of OJI training activities; also recommends necessary changes in other training needs and/or identified in OJI observation.

  • Evaluate and/or recommend whether trainees or others should be retained and/or need additional instruction; in addition, evaluates trainees' OJI progress and/or conduct.

The selected candidate will serve as an ISSO for multiple Federal IT Information systems. The individual will be responsible for conducting structured security assessment and authorization activities utilizing the XACTA IA Manager Assessment Engine. As a member of the Security Team, the candidate will review the technical, management and operational security controls in accordance with the National Institute of Standards and Technology (NIST) to ensure the completeness and effectiveness of the IT system’s information technology and security solutions within XACTA.</p><p><strong>Requirements</strong></p><ul> <li>Develop SSP, SCTM, ConMon Plan and other documents as directed by the ISSM. Ensure plans accurate reflect the system environment and are completed in a timely manner for Assessment and Authorization (A&amp;A)</li> <li>Work with the ISO and ISSM to determine system security controls. Develop System Security Plans (SSP), Product Definition and User’s Guide (PUG), General User’s Guide (GUG) and other RMF related documents required in XACTA.</li> <li>Ensure Assessment and Authorization (A&amp;A) documents, Plan of Action and Milestones (POA&amp;M) and artifacts are maintained and updated in accordance with customer policy and procedures.<ul> <li>Participate in the CBP change, configuration and release management processes to ensure an appropriate security level is in the systems life-cycle.</li> <li>Ensure that the ISSM is notified of all pertinent security systems issues.</li> </ul> </li> <li>Research, develop, implement, test and review an organization’s information security in order to protect information and prevent unauthorized access.</li> <li>Define, create and maintain the documentation for A&amp;A of each information system in accordance with government requirements.</li> <li>Assess the impacts on system modifications and technological advances.</li> <li>Review systems in order to identify potential security weaknesses, recommend improvement to amend vulnerabilities, implement changes and document upgrades.</li> <li>Establish audit trails and documenting reviews</li> <li>Be able to prepare a complete A&amp;A package leading to approval of a system Authorization to Operate (ATO).</li> <li>Conduct weekly system security audits</li> <li>Run security compliance assessments using scanning tools</li> <li>Configure new hardware and harden operating systems</li> <li>Oversee information assurance tasks</li> <li>Assist development teams in updating and maintaining software</li> <li>Manage software and firewall requests</li> <li>Manage user accounts</li> <li>Manage personnel security, incident handling and security awareness &amp; training</li> <li>Assist in acquisition and budgeting activities</li> <li>Execute and document internal audits and assist in external audits as required</li> <li>U.S. Citizen required</li> <li>TS/SCI required</li> <li>Minimum 2 years as an ISSO</li> </ul><p><br></p><p>Desired Skills</p><ul> <li>Systems experience with CentOS/RedHat and Windows</li> <li>Familiarity with scanning tools such as SECSCN, WASSP, Nessus, SCAP/OpenSCAP</li> <li>Experience writing SSPs and using XACTA or eMASS</li> <li>Well-versed in ICD 503, NIST 800-53, CNSSI 1253 and RMF process.</li> <li>Security+ Certification</li> <li>Minimum 2 years as an ISSO</li> <li>B.S., B.A. or equivalent experience in field related to Computer Science, Information management or Cyber/Info Security</li> <li>Experience with XACTA as it relates to ICD 503, NIST 800-53, CNSSI 1253 and the RMF workflow</li> <li>Understanding of Information System Security Administration principles, concepts, practices and standards.</li> <li>Understanding of network devices, TCP/IP and related Internet protocols.</li> <li>Customer-focused</li> <li>Excellent verbal and written communication skills</li> <li>Able to identify issues, analyze and interpret data, and develop solutions to a variety of moderately complex technical problems.</li> <li>Demonstrated experience accurately documenting, reporting and presenting findings.</li> </ul><p><em>The job description above is not intended to be comprehensive list.
