Summary

Accounts for all money received by the Treasurer's Office in order to provide for the accurate and effective control of all funds.

Employees in this position may be required to perform portions or all of the duties normally falling under positions within or below the current classification depending on current workload and staffing requirements.

Essential Duties

1.Assist operations of the cash accounting system to reconcile the daily balance of money, maintaining receipts and documents to provide control of cash within the office.

2.Contribute with the maintenance of the Excel Daily Sheet; records a summary of all receipts, disbursements and investment transactions; maintains a balance of cash on hand.

3.Assist with the recording of incoming deposits using the proper BARS codes; recording general receipts from County departments and districts; recording receipts from County timber sales; assists with the maintenance of leased County properties, processing various excise taxes (leasehold, etc.) and sales of County property sales.

4.Assist all positions in processing property taxes; maintain Treasurer's tax collections; reconcile distribution of tax collections by fund to tax collections and cash receipts; prepare monthly report of tax collections for various tax jurisdictions.

5.Assist in the preparation of daily bank deposits.

6.Support the maintenance of the tax assessment rolls; prepare and mail annual statements; balance assessment rolls/payments to office cash records.

7.Provide assistance to the public; receipt tax payments, excise tax payments and process miscellaneous receipts; assist with the collection of excise tax in the absence of Records/Collections. Review excise tax affidavits to insure they are completed in accordance with current laws and regulations; verify the amount of tax to be collected; number and receipt the affidavit; calculate penalty and interest on delinquent property taxes; answer questions related to various areas of office operation; direct individuals to appropriate offices for answers to specific questions not related to the operation of the Treasurer's office.

8.Assist with tax roll name and address records; update tax rolls to reflect the sale or transfer of property; dous areas of office operation,itons. ents, miscellaneous receipts;ts to office cash records.sh receipts; prepare monthly reporevelop and maintain systems to reflect current taxpayer address records; maintain records to document address changes; maintain historical record of ownership/address changes; process returned mail; maintain a file of return mail to allow easy retrieval; research and re-mail statements; provide interim tax notice to new property owners as directed; assist in the maintenance of personal property name and address records

9.Assist other office positions in completing seasonal property tax processing.

Qualifications

  • High school diploma or GED equivalent.

  • Associate's degree in accounting, business administration or related field.

  • Possess a valid Washington State Driver's License.

  • Must be bondable.

  • Two (2) years accounting experience (governmental preferred).

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledgeable in real estate terminology including legal descriptions and various legal documents used in real estate transactions.

  • Ability to operate office equipment such as cash register, calculator, copier, fax machine and multi-line phone systems.

  • Ability to operate personal computers utilizing word processing, spreadsheet and database software.

  • Ability to establish and maintain harmonious working relationships with fellow employees, other departments, agencies and the general public.

  • The ability to understand and interpret principles, laws, and procedures involved in fiscal record keeping and accounting functions.

  • The ability to perform effectively under constant deadline pressure.

  • The ability to communicate effectively, orally and in writing.

Supplemental Information

WORKING CONDITIONS:

Work is primarily performed in an office environment, with varying degrees of noise and temperament of people. Physical requirements include sitting, standing, walking, reaching, pushing, pulling, a sense of touch, finger dexterity, the ability to grip with hands and fingers, the ability to hear voice conversation, the ability to speak clearly and the ability to read existing records in their original and stored formats. Occasionally, there is a need to lift up to 20 lbs.
