WHAT IS THE TAS - Taxpayer Advocate Service DIVISION?

Vacancies will be filled in the following specialty areas:

Taxpayer Advocate Service, (TAS) Executive Director Case Advocacy (EDCA) ITS, Tech Analysis & Guidance (TAG)

The following are the duties of this position at the full working level.

  • Serves as the program specialist to develop, maintain, evaluate, and provide training on guidance, policies, and procedures on specific technical tax issues in relation to TAS intake and case advocacy operations that are TAS-wide in scope and have significant impact on cases in TAS.

  • Provides technical advice and staff assistance to intake and case advocacy employees, headquarters analysts, senior managers and executives on their assigned program area and communicates TAS-wide policies, procedures, and clarifications that are TAS-wide in scope. Develops and prepares recommendations for policies, procedures, written guidance, and other material pertaining to assigned program areas.

  • Performs in depth reviews of TAS cases and related information to identify specific trends and issues in TAS case intake and case work and assist in developing analysis and recommendations to TAS management based on the results of the reviews. Serves as a representative for TAG on TAS teams, both internal and with other business operating divisions, that assists in resolving issues impacting nationwide TAS case advocacy operations.

  • Serves as an TAS Internal Revenue Manual (IRM) author, including updating IRMs, developing Interim Guidance Memorandums (IGMs), and issuing IRM Procedural Updates (IPUs). Analyzes assigned program areas to discern trends in program delivery using Excel, Business Objects Enterprise (BOE) and other software. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.

  • Serves as a representative for TAG on TAS teams, both internal and with other business operating divisions, that assists in resolving issues impacting nationwide TAS case advocacy operations. Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.

  • Prepares final reports on identified issues after they have been developed where TAS's and the Service's position have been formulated. Interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements and their impact on operations and resources. Applies and disseminates newly developed or revised policies and procedures for use in field operations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. BASIC QUALIFICATION REQUIREMENTS:

This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals.

  • Experience using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects, and coordinate systems and resource utilization of program operations.

  • Experience in recognizing significant tax issues and enforcement changes in order to revise or recommend changes in basic implementing regulations.

  • Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions.

  • Experience using principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures.

  • Experience in oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees.

  • Experience in written communication to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions.

  • Experience providing guidance and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and recommendations.

  • Experience developing and reviewing technical guidance which includes Internal Revenue Manuals (IRMs), Interim Guidance Memorandums (IGMs) and any written communications directed to employees for appropriate advocacy focus and technical accuracy.

  • Experience with various aspects of operations, including policies, local program objectives, and procedures representative of a role in taxpayer advocacy.

  • Experience in the review or development of advocacy training materials, specifically for the technical and procedural accuracy and advocacy focus of the training materials.

  • Experience applying procedures for ID Theft or Revenue Protections (in the areas of Pre-Refund Wage Verification Hold (PRWVH) or Taxpayer Protection Program (TPP) or Automated Questionable Credit (AQC) or External Leads programs), or Submission Processing (in the areas of ERS/Rejects or Unpostables), or Accounts Management, or Examination (Campus or Field) or Collection.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
