WHAT IS THE TAX EXEMPT AND GOVERNMENT ETITIES (TE/GE) DIVISION: The Tax Exempt and Government Entities (TE/GE) Division serves Employee Plans which examines the returns of qualified pension benefit plans for compliance, Exempt Organizations which ensures not-for-profit organizations meet tax-exempt status requirements and Government Entities which ensures organizations meet their tax withholding and employment tax payment requirements.

Responsibilities

WHAT DOES A TAX ANALYST DO? A Tax analyst serves as an analyst which plans, coordinates, and conducts analytical studies, and projects. In this role, you will be responsible for performing technical and analytical staff work. You will be required to oversee programs which include strategic compliance program planning, business systems planning, customer account services, taxpayer education and communications, and administrative support.

As a Tax Analyst you will:

  • Develop and interpret guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.

  • Study problems facing operating unit functions or those of particular concern within the organization assigned.

  • Analyze assigned program areas to discern trends in program delivery and consolidate report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.

  • Provide technical guidance on issues, proposals, and activities impacting program operations, and ensure operating units are in alignment with regulatory and administrative provisions and requirements.

  • Review proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as evaluate new requirements, policies, and modifications for impact on program operations, systems, and resources.

  • Coordinate site visits to conduct briefings, studies, implement program initiatives, review program effectiveness, and identify additional system or revision in work processes required.

  • Prepare reports concerning identified issues, explaining program differences and recommending improvements and corrective action for program operations, where differing or competing viewpoints may occur.

  • Present findings, conclusions, and recommendations as a result of program studies, projects, or reviews conducted and disseminate revised procedures and changes in program operations.

QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following requirements by the closing date of this announcement.

GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: demonstrating knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience using knowledge of cross-functional programs and their interrelationship with assigned program to conduct reviews of studies/projects; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Skill in recognizing significant tax issues and enforcement changes that impact assigned programs in order to recommend changes in implementing regulations; Experience using knowledge of program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Skill in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. OR

A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR
