The Duval County Property Appraiser's Office is seeking a Tangible Personal Property (TPP) Appraiser. The TPP Appraiser performs a variety of duties involved in the assessment of tangible personal property for the purpose of ad valorem taxation. This position involves complex tasks requiring independent and unbiased judgement to formulate fair and accurate market values of personal property that is used in a business for income-producing purposes.

Examples of Work

  • Receives, analyzes, and inputs tangible personal property returns (form DR-405) into computer assisted mass appraisal (CAMA) system.

  • Sets up new accounts through discovery via local news, building permits, and physical inspections.

  • Advises business owners, CPA's, and tax representatives concerning proper DR-405 filing processes, assessment procedures per Florida Statutes, and general questions.

  • Performs field visits within an assigned geographic area for discovery or at taxpayer's request.

  • Defends market values (including classifications, depreciation tables, and obsolescence) informally and for formal appeals with the Value Adjustment Board (VAB)

  • Maintains market knowledge of industry, along with current local business events.

  • Performs related work as required.

Knowledge, Skills and Abilities

  • General knowledge of property tax, assessment, and appraisal

  • Knowledge of computer systems and proficiency with math

  • Ability to read and interpret financial statements and related data.

  • Ability to read and interpret Florida Statutes and Rules as they pertain to property assessment in the state of Florida.

  • Ability to organize and prioritize workload within assigned time constraints and deadlines.

  • Ability to communicate effectively, both orally and in writing, with tact, patience, and courtesy

  • Ability to apply research and analysis techniques.

  • Ability to proficiently operate standard office equipment such as personal computer using word processing, spreadsheet, database, and other related software, calculator, and copy machine.

Open Requirements/Supplemental Information

  • Graduation from a high school or GED
  • Two years of education and/or experience in appraisal, business, accounting, or related field.

Associate or bachelor's degree in business related field preferred

Licensing/Certification/Registration:

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for City of Jacksonville Public Driver Certification prior to appointment, obtain and maintain during employment.

  • Certified Florida Evaluator (CFE); or must take courses to obtain CFE upon hiring.
