Position Summary

This position serves as Section Manager for the Temporary Assistance for Needy Families (TANF) Automation Section. BWF, in the Division of Family and Economic Security (DFES), administers the Wisconsin Works (W-2) and related programs [Emergency Assistance (EA), Job Access Loans (JALs), Contracted Child Care and Refugee Cash Assistance], subsidized employment programs [Transform Milwaukee Jobs (TMJ) and Transitional Jobs (TJ)], and other workforce initiatives funded through the federal Temporary Assistance for Needy Families (TANF) block grant. The Bureau also administers Community Services Block Grant (CSBG) funds, other TANF funded contracts, as well as General Program Revenue (GPR) which fund a variety of services to low-income adults and youth, and Office of Refugee Resettlement funds to assist Wisconsin's refugee families.

Salary Information

The classification title for this position is Human Services Supervisor. The starting salary is between $30.82 and $50.00 per hour ($64,105 and $104,000 annually), depending on qualifications.

Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 81-02. A two-year career executive trial period may be required.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications

Minimally qualified applicants will have:

  • Project management experience (spending time in a project leading, planning, executing, managing time and budget, delegating resources, monitor and control, solicit feedback and evaluate, and documenting, etc.)

  • Experience leading (as lead worker, workgroup lead, committee lead, etc.), supervising, and/or directing professional staff (assigning work, providing feedback, formal onboarding, hiring, or dismissing of staff, etc.)

  • Experience developing and/or implementing work plans, goals, deliverables, and/or timelines to improve services.

  • Experience conducting outreach activities (presenting, training, networking, etc.), managing stakeholder relationships, or handling external communications with a diverse array of stakeholders.

Well-qualified applicants will have:

  • Experience working with public or private entities for the administration and delivery of human services programs for low-income families. (Programs include employment, education, housing, childcare, child support, health care, nutrition, etc.)

  • Experience conducting or managing programmatic aspects of the systems development life cycle (gathering business requirement, planning and/or conducting user acceptance testing (UAT), implementation, evaluation, and maintenance, etc.)

  • Experience working with automated systems and databases for public assistance program support, such as, Mainframe, CARES, CARES Worker Web, ACCESS, Wisconsin Works Program (WWP), etc.

  • Experience working with TANF cash assistance program and/or other federally funded workforce initiatives, or other workforce development programs (Wisconsin Works, Emergency Assistance, Job Access Loan, Transform Milwaukee Jobs, Transitional Jobs, etc.)

  • Experience working with family-centered/whole-family approach service delivery model. (This model is defined, for this purpose, as a family-led strategy which provides parents and their children with the tools to set, plan for, and achieve their goals together.)
