JOB SUMMARY

This position is located in the Talent Acquisition, Management and Development Division of the Human Resources Department with the City of Oklahoma City and is under the direction of a Talent Development Specialist or division manager. The Talent Development Coordinator must apply knowledge and skills acquired prior to assuming the position. The Talent Development Coordinator promotes a culture of diversity, equity, inclusion, engagement and excellence by providing quality learning and development opportunities to employees at all levels of the City organization so they can be high performing in their current positions and prepared for future advancement. Essential job functions include: providing support to the Talent Development Program; conducting needs assessments, identifying short-term and long-term organizational training and employee succession planning needs for the City organization; researching, creating, coordinating and facilitating virtual, in-person and eLearning nonsupervisory and supervisory learning opportunities for the City of Oklahoma City workforce; evaluating the overall effectiveness of course curricula; serving as the backup system administrator of the learning management system; maintaining training/employee development records using a learning management system; developing Requests for Proposals for employee development services; and compiling and assessing statistical data and preparing reports. The position requires a prior knowledge of technical components of learning management systems, eLearning concepts, adult learning principles, needs assessments, instructional design techniques and the ability to establish and maintain effective working relationships. The Talent Development Coordinator has considerable contact with individuals at all levels of the organization and external agency representatives. Work product is reviewed by an immediate supervisor for overall program accomplishments.

VETERANS PREFERENCE

JOB REQUIREMENTS

  • Minimum of a bachelor's degree in Human Resources, Human Resources Management, Public Administration, Business Administration or closely related field from an accredited college or university.

  • Minimum of five years' talent development experience.

  • Minimum of two years' project management experience.

  • Knowledge of human resources concepts and best practices related to developing employees within an organization.

  • Knowledge of and skill in using learning management systems.

  • Knowledge of and skill in using eLearning platforms.

  • Knowledge of and skill in conducting needs assessments, collecting data, and evaluating results.

  • Knowledge of and skill in applying and assessing effective instructional techniques.

  • Skill in verbal and written communication.

  • Skill in facilitating in person and virtual training sessions.

  • Skill in communicating using tact and diplomacy.

  • Skill in developing, presenting, and evaluating specialized training and educational programs.

  • Skill in relating training information to diverse audiences.

  • Skill in establishing and maintaining effective working relationships.

  • Skill in using Microsoft Office programs.

  • Ability to travel.

WORKING CONDITIONS

  • Primarily inside.

  • Occasionally required to work beyond normal working hours or to change work hours when conducting training for shift employees.

  • Occasional local travel; occasional out-of-town travel for training seminars or conferences.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS

  • Strength enough to lift and carry equipment weighing between 25-30 pounds.

  • Arm-hand steadiness enough to demonstrate and operate personal computers, audio-visual equipment, etc.

  • Manual and finger dexterity enough to operate personal computers, audio-visual equipment, and use other training aids.

  • Vision enough to read, write, and develop training materials, visual presentations, slides and/or read computer screens and input data.

  • Hearing enough to communicate by telephone and in person in normal and noisy environments.

  • Speech enough to communicate clearly and distinctly in person and by telephone and/or be clearly understood when conducting training courses/seminars.

Pay Method: City employees are required to receive pay electronically, either via direct deposit or pay card.
