Job Description

POSITION SUMMARY

Performs a variety of duties related to recruiting, screening, interviewing, staffing, and on-boarding of qualified candidates.

ESSENTIAL JOB FUNCTIONS AND DUTIES

Establishes, builds, and maintains working relationships with contacts for the purpose of recruiting, using strong networking and interpersonal skills. Creates and sustains a professional presence on social media sites for the Office. Develops and nurtures an excellent relationship with vendors to ensure achievement of staffing goals. Facilitates the recruiting and hiring process for the majority of vacancies by preparing job announcements; coordinates schedules and keeps constant communication with applicants and the management team throughout the hiring process; preserves all hiring documents in the applicant tracking system. Partners with hiring manager to determine staffing needs. Works with hiring managers to ensure compliance with all federal/state laws and regulations. Provides an independent rating of applicants to ensure candidates meet the minimum qualifications for the position and assures URS compliance with federal and state laws affecting recruitment. Conducts reference checks and processes background check requests; obtains signed release form and information from prospective employees. Communicates important employment information during delivery of employment offers (i.e. benefits, compensation, next-steps, etc.). Facilitates and monitors on-boarding activities. Ensures all new hires are on-boarded within the system and receive on-boarding materials. Destroys I-9 forms of terminated employees on a monthly basis in accordance with federal law. Posts jobs with various agencies and on social media sites such as LinkedIn and Facebook. Attends career fairs. Researches and recommends new sources for active and passive candidate recruiting. Generates internal database with viable candidates. Works with the Marketing Department on creating materials for career fairs. Creates and maintains employee files. Images current and terminated employee files. Assists management with temporary employment services and recruitment needs, by using negotiated contracts. Assists with the planning and execution of employee events. Provides backup to other Human Resource functions, as requested by the HR Manager. Maintains strict confidentiality. Performs other related duties as required.

Required Experience

Education and Experience

Associates Degree and one (1) year of experience in recruiting; OR an equivalent combination of education and experience.

Experience in Human Resources is preferred.

PHR and/or SHRM-CP preferred.

Knowledge, Skills, and Abilities

  • Intermediate knowledge of Microsoft Office Suite.

  • Fundamentals of navigating and populating Social Media.

  • Experience with HRIS systems.

  • Applicant Tracking Systems (ATS).

Required mathematical skills include working knowledge of:

  • Ability to add, subtract, multiply, and divide in all units of measure.

  • Ability to compute rate, ratio, and percent, specifically for calculating wages and compa-ratios.

Required HR skills include working knowledge:

  • Recruitment and selection procedures.

  • State and Federal laws and regulations relating to hiring practices.

  • Benefit programs.

  • Office practices and procedures.

  • Filing and documentation practices.

Must possess excellent communication skills:

  • Networking.

  • Spelling, grammar, punctuation.

  • Professional telephone etiquette with customer service skills.

  • Communicate effectively verbally and in writing.

  • Ability to read, analyze, and interpret general business periodicals, technical procedures, and procedure manuals.

  • Ability to write reports, business correspondence, and procedure manuals.

  • Present information and respond to questions from managers, candidates, and vendors.

  • Negotiation skills.

Must have excellent skills in:

  • Attention to detail.

  • Management and organization of multiple tasks and deadlines.

  • Establishing and maintaining effective working relationships with professionals, executives, department heads, co‑workers and the public.

Must have the ability to:

  • Follow written and verbal instructions.

The incumbent must always demonstrate judgment, high integrity, and personal values consistent with the values of URS.

Work Environment

Incumbent performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities which do not generally involve muscular strain, but do require activities related to walking, standing, stooping, kneeling, crouching, crawling, sitting, climbing, balancing, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required to perform essential functions. Occasionally requires the ability to lift up to 50 lbs.

Job duties require occasional travel for office business. Individual must be physically capable of safely operating a vehicle, possess a valid license and have an acceptable driving record based upon data provided by a current Department of Motor Vehicle Record (MVR).
