Job Description:

  • Responsible for the full life cycle of recruiting- sourcing a strong pipeline of qualified candidates in addition to screening, scheduling, interviewing, and presenting and negotiating job offers to candidates.

  • Collaborate with hiring managers to meet staffing needs, ensure quality of selection and timeliness of hire

  • Develop and implement sourcing strategies to generate a pipeline of qualified candidates, and to source specific requirements

  • Recruit/Source technical engineering candidates using sourcing techniques to include on-line and internal databases, contact lists, and job postings as well as sourcing passive candidates through networking, social media sites, cold calling, complex internet searches and researching and identifying markets to tap for qualified talent. Also works with search firms or other placement agencies, and determines optimum recruitment method to develop and maintain a highly qualified and diverse candidate pool

  • Pre-screen potential candidates for contract, contract-to-hire and full time employee openings; assess candidates' qualifications and culture fit through a combination of behavioral based interviews and competency-based evaluations. Interview prospective candidates on consistent set of qualifications and educate candidates on company. Submit qualified candidates to Hiring Managers

  • Prepare salary offers in collaboration with compensation specialists and HR Business Partner

  • Learn and understand our culture and value proposition, and be an ambassador of these values in the market when communicating with candidates

  • Actively participate in professional networking groups, job fairs, and other recruiting events

  • Identify and introduce new, creative ideas for sourcing talent

  • Upholds legal requirements and company hiring policies, and coaches and guides managers accordingly

  • Proactive tracking of progress and all work in PeopleFluent applicant tracking system to ensure metrics are captured and goals are met


  • Bachelor's Degree and minimum 4 years of prior recruiting experience

  • 4 years experience of recruiting technical talent

  • Experience with applicant tracking systems

Preferred Additional Skills:

  • Recruited at an agency or executive search firm.

  • Exercised effective influence, consulting, and negotiating skills.

  • Ability to work in a self-directed manner, willing to take initiative and drive tasks to closure

  • General knowledge of various engineering disciplines and associated skills/certifications

  • Exceptional written and verbal communication skills

  • Efficiency in MS Office software products like Outlook, Word, Excel and PowerPoint.

  • Human Resources or Talent Acquisition internship or work experience

  • Experience working in a team-oriented, customer service environment

  • Demonstrated ability to communicate effectively and professionally with internal and external customers

Must possess a valid Florida's Driver's License and have an acceptable driving record and maintain an acceptable driving record. Special Requirements: Selected candidate must be able to meet the Department of State background requirements and complete computer based exam that is required to perform Passport Acceptance duties. EMERGENCY DECLARATION STATUS: Code 2: Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work. GENERAL STATEMENT OF JOB: Under general supervision, performs work assisting customers with completing applications, responding to inquiries, providing payoff information and other issues pertaining to a variety of customer service needs. Work involves researching, responding to information requests. Position may be responsible for maintaining a database and accounting for lien escrow accounts, and special assessments; may also be responsible for alarm system administrative work, and the city's false alarm reduction program. The Specialist will also be designated as a Certified Passport Acceptance Agent. Position will work closely with title companies, third party agencies, governmental agencies, city departments and the public. Considerable independent judgment and initiative is required to carry out work assignments. Reports to the assigned supervisor, based on position location. SPECIFIC DUTIES & RESPONSIBLITIES: ESSENTIAL JOB FUNCTIONS Receives and processes all requests/applications from title companies, realtors, individuals, etc. Coordinates with Code Enforcement and other City Departments/Divisions as necessary. Responds to lien research inquiries. Research & relay lien information on properties going to Tax Deed Sales. Maintains a database on lien research deposits held in escrow by the City. Notifies companies when additional funding is required. Maintains Special Assessment database. Responds to customer inquiries regarding payoff amounts. Interacts with Tax Collector's office regarding annual billing of assessments and payments received. Assist customers in the processing of lien searches, passports, and false alarms. Balance and reconcile cash receipts, endorse checks and prepare bank deposits. Assist new and returning businesses with the Business Tax Receipts process. Tracks false alarm occurrences and monitors the alarm program. Bills and collects false alarm penalties. Interprets and analyzes data and reports that are relative to the alarm program, also tracks and reports data for the false alarm program. Process payments received through the mail and from walk in customers. Verify payment with amount billed, apply payments to accounts, and process cash receipts using on-line computer terminal.
