KPMG is currently seeking a Manager, Talent Acquisition Compliance to join our Experienced Hire Recruiting organization.


  • Provide compliance support services (e.g., OFCCP audits, monitors affirmative action programs, and evaluates compliance processes to mitigate risk)

  • Review compliance processes and compare against procedures, rules and regulations, and help ensure expectations are clearly communicated to the Talent Acquisition organization

  • Impact the quality, efficiency and effectiveness of the Talent Acquisition organization (e.g., monitors recruiting activity and recommends compliance improvements)

  • Work closely with the business stakeholders to resolve inquiries, understand recruiting processes and expectations as it relates to recruiting compliance

  • Field and manage any recruiting compliance questions from the Talent Acquisition team members

  • Work with HR Technology team to ensure the Applicant Tracking System meets compliance expectations and articulate the expectations to field recruiters and leaders


  • Minimum five years of experience in combination of Talent Acquisition and/or recruiting compliance role; preferably within a professional services firm or similar environment

  • Bachelor's degree from an accredited college or university

  • Working knowledge of OFCCP compliance expectations

  • Working knowledge of and ability to apply general and/or specialized compliance knowledge, regulations, rules, and practices

  • Strong knowledge of Applicant Tracking System (IBM/Kenexa and Avature is preferred)

  • Proficient in Microsoft Office Suite applications including Word, Excel, PowerPoint and Outlook, advanced level in Excel is preferred

VIEW JOBS 11/1/2018 12:00:00 AM 2019-01-30T00:00 Summary: The Talent Acquisition Manager is accountable for providing direction to a team of locally and remotely based recruiting professionals to ensure current and future business hiring needs are met in a timely, effective and professional manner. This position will also perform full cycle recruiting and maintain excellent relations with hiring managers, candidates, and the company at-large. The successful Manager must possess a wide degree of creativity that requires near- and long-term recruiting vision, business understanding and personal organization. Responsibilities: * Oversees sourcing programs/activities for North American sites (US & Canada). * Lead by example by providing clear direction, coaching and mentoring to the Talent Acquisition team on an on-going basis. * Provide recruitment consulting, training and support to hiring managers. * Build strong, consultative relationships with hiring managers to create a partnership that yields success, predictable results, and credibility. Communicate, influence, educate and champion Talent Acquisition model to management and business partners. * Proactively keep hiring managers and HR Management informed of all recruiting activity. * Provide expertise on the employment market, trends and innovative recruiting techniques to ensure competitiveness in hiring. * Act as a liaison between Percepta and vendors to resolve technical issues with recruiting tools. * Ensure appropriate approvals are received for all requisitions and offers are documented carefully and accurately. * Participate in career fairs, networking events and local recruiting events. * Source active and passive candidates utilizing multiple outlets (recruiting sites, Boolean, social media, virtual career fairs, non-traditional methods, etc.). * Develop and maintain a network of contacts to help identify and source qualified candidates. * Builds applicant sources and ensures pipeline creation by researching and contacting community services, colleges, employment agencies, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport. Continuous sourcing for programs with frequent class start dates. * Ensure consistency of all internal and external job postings. * Leads and oversees candidate selection activities including screening, assessment process and interviewing. Ensures correct assessments are applied and used for all positions. * Assist TAS's with scheduling and logistics of interviews between candidates and hiring managers as needed. * Works closely with hiring managers and Talent Acquisition Specialists to ensure a satisfactory interview process, leaving candidates with a great experience. * Partner with Legal and Compensation departments to stay abreast of current legislation and policy changes to ensure recruiting activities follow all processes and procedures outlined by Percepta policies and Federal, State, and Local employment law. * Accurately track all requisitions and recruitment activity to ensure all metrics are met. Education: * BA/BS degree required Experience: * 5 years of progressive recruitment experience in a high volume recruitment environment (agency recruiting experience a plus) * 5 years leading a team of Talent Acquisition Specialists (some remote). * Knowledge of sourcing techniques using social media and experience using LinkedIn, Twitter and Facebook to identify and engage talent * Strong (and current) knowledge of all laws and regulations pertaining to employment and equal opportunity * Experience working with an applicant tracking system * College recruiting experience desirable * Strong organizational, time management, planning and problem solving skills * A strong sense of urgency and the ability to work in an environment with time sensitive deadlines Skills: * Ability to "think on feet" and thrive under pressure * Manage effectively in a results driven environment * Outstanding written and verbal communications skills * Must possess strong Internet, active and passive candidate search skills * Excellent organizational skills, including the ability to manage multiple assignments and excel in a high volume, demanding environment * Proficiency in HRIS and Applicant Tracking Systems required * Proficiency in Microsoft Applications (Word, Excel, Outlook, Power Point) required * Understand the external marketplace for all locations and the impact it has on sourcing strategies (i.e. competition, unemployment rate, movement of companies in/out of area) * Ability to develop strong relationships with all levels of management and external resources * Ability to effectively present information and respond to questions from groups of managers, clients, and applicants Other: * Some travel may be required (up to 25%) Percepta requires all employees hired in the United States to successfully pass a background check and depending on location and client program a drug test, as a condition of employment.
