Description of Job

The professional in this position exists to assist with the review of new technology and to provide expertise in completing systems audits, field trials and to assess regulatory impact of evolving systems-related technologies with the gaming laws, regulations and internal control minimum procedures.

Gaming System Technical Review

  • Reviews and provides write-ups as required on new and existing technology and systems.

  • Leads or is a contributing member of field trials on new technology and systems.

  • Establishes initial and periodic system audit/review plans as required by manager.

  • Performs initial and ongoing system audits/reviews of licensees. Within established limits, uses reasoning and best judgment to individualize technical audit/review plans to effectively meet system objectives.

  • Performs technical audit/review steps based on an expert level understanding of technology as outlined in the systems audit/review-plan.

  • Interviewing, gathering and analyzing complicated technical data, in order to determine noncompliance with rules, regulations, and internal controls (ICMP). Based on specific circumstances arising during the system audit/review, may formulate or recommend remediation steps to bring the licensee into compliance.

  • May include analytical review of systems applications or associated equipment being used by the licensee.

Emerging Systems Technology

  • Participates as a member of the Systems and Machine Approval Committee (SMAC); assesses regulatory impact of submissions of new systems-related technologies for approval; maintains communication with SMAC members, independent testing laboratories, and system manufacturers; reviews for approval independent testing laboratories gaming systems test scripts and test plans to ensure compliance with gaming rules and regulations; exchanges and collects information with regulators from other gaming jurisdictions to understand other methods of addressing new technologies; maintains and pursues technical competency in systems technology.

  • Evaluates regulatory impact of ever-changing and complex technologies on existing regulations. Uses judgment in determining whether new technologies can work under the current regulatory framework or new regulatory framework will need to be developed.

  • Monitors new and proposed gaming systems and technology such as gaming applications including accounting functions, server virtualization, promotional and marketing systems, ticketing systems, bonusing systems, and cashless systems, wireless systems, cloud technology; creates technical standards and regulations to address systems and new technology.

ICMP Development

  • Serves as technical lead and participates as a team member within the technical systems group to assess the regulatory impact of evolving technologies as it relates to systems.

  • Networks with other jurisdictions, systems manufacturers, test labs, etc., to gain and apply knowledge of pending technological innovations. Leads and assists in the development of ICMPs and rules and regulations as appropriate.

  • Provides guidance on ICMP (Internal Control Minimum Procedure) to educate licensees on internal control requirements and clarifies the Division's position on regulations, and ICMP.

Field Trials

  • Participates as a lead member and as an individual contributor within the systems group to develop and conduct technical field trials on gaming systems and related technology.

  • In performing field trials with the licensee determines compliance with Colorado Gaming Regulations and ICMP from documentation, observations, and interviews.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree from an accredited institution in Accounting, Auditing, Business Administration, Computer Information Systems, Computer Science or a closely related field as determined by the Department.

AND

Three years of professional experience in system or IT operations audit.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education in Computer Information Systems will substitute for the required experience on a year-for-year basis.

  • Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for the degree requirement and one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:

  • Must be willing and able to travel to Central City, Black Hawk and/or Cripple Creek as needed.

Preferred Qualifications:

The preferred candidate will possess the following qualifications:

  • Excellent communication skills (verbal and written), sound judgment, analytical/problem solving skills, effective team leadership and customer service.

  • CIA (Certified Internal Auditor), CISA (Certified Information Systems Auditor) or CISSP (Certified Information Systems Security Professional) or other relevant designation.

  • Professional systems and IT operations auditing experience in a regulatory environment.

  • More than the required amount of experience in performing technical compliance reviews.

  • Familiarity with and best practices and security in a business or technical environment.

  • Experience developing and maintaining large databases.

  • Experience administrating or engineering networks, cloud technology, business applications.

Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.

Conditions of Employment with the Colorado Department of Revenue:
