Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

We are in the design phase of the high-level waste (HLW) facilities/processes and in need of someone with demonstrated experience in process safety risk assessment methods and industrial hygiene. This individual will support our design review teams as part of the System Safety Through Design program (DOE-STD-1189-2016). The System Safety Specialist reports directly to the WTP Safety and Health Technical Representative.

Telework Designation:

Full-Time In Office: This position is a full-time role located in the Richland, Washington project office, and works a 9/80 schedule, offering every other Friday off. #LI-EH1

Major Responsibilities:

  • Mitigates potential industrial safety and hygiene risks according to the WTP Worker Safety Through Design (SDIT) requirements for new and modification to processes at WTP HLW. Interacts with design, engineering, construction, and operations personnel to:

  • Reviews design documents, operating procedures, work planning documents, and commissioning test documents to support identification of hazards and appropriate determination of hazard controls and safeguards.

  • Identifies causal factors and develops recommendations based on hierarchy of controls to mitigate identified hazards and risks associated with project operations, equipment, software and/or facilities.

  • Participates in and leads advanced predictive assessments and hazard analyses of subsystem and system hardware, processes, equipment, software and logic for project or facility operations.

  • Provides design recommendations for new projects and proposed facility modifications primarily pertaining to HLW to ensure conformance with safety and loss prevention codes, standards and procedures.

  • Follows project safety review requirements per DOE-STD-1189-2016, 10 CFR 851 Worker Safety and Health, Process Safety Management 29 CFR 1910.119 requirements, as well as DOE-HDBK-1100-2004 Chemical Process Hazards Analysis as applicable.

  • Provides technical assistance/guidance to engineering, construction, operations and startup regarding operability safety where needed.

  • Supports the Waste Treatment Plant Nuclear Safety Quality Culture:

  • Emphasizes the values of safety and quality in the performance of work in order to protect self, others, and the environment.

  • Helps to create a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.

  • Supports the safety management program for in-town facilities as directed.

  • Provides responses to customer (DOE) inquiries and factual accuracy checks as requested.

Education and Experience Requirements:

  • Level 1: Bachelor's degree in a science or engineering field from an accredited university plus five to eight years of experience, or, in lieu of degree, nine to twelve years of experience.

  • Level 2: Bachelor's degree in a science or engineering field from an accredited university plus eight to ten years of experience, or, in lieu of degree, twelve to fourteen years of experience.

Required Knowledge, Skills, and Abilities:

  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)

  • Must possess the right to work and remain in the United States without sponsorship.

  • Requires Certified Safety Professional (CSP). Certified Industrial Hygienist (CIH) is preferred or demonstrated knowledge/experience in the field.

  • Candidate should have demonstrated experience with a variety of engineering hazard analysis techniques/methodologies such as HAZID, HAZOP, SIL, Checklist, What-if, FMEA, QRA, Consequence modeling, etc.

  • Working knowledge of various international codes and best practices and U.S. standards including NFPA, ASME.

  • Ability to help multiple projects as a subject matter expert.

  • Can demonstrate experience as a team player, positive attitude, assumes noble intent, and a value-based leader.

  • Excellent technical and managerial skills, with both verbal and written communication skills.

Preferred:

  • Professional Engineer (PE) is a plus.

  • Experience in hazardous waste treatment facilities, chemical processing facilities, DOE facilities, or DOD facilities. Construction experience or heavy industry experience such as kiln/smelter operations, utilities/high voltage power distribution. Engineering/risk assessment of refineries, petrochemicals, gas processing a plus.

  • Training/certification/experience in human factor analysis (HFACS), Human Performance (HOP) a plus
