MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university and three (3) years of experience in computer systems analysis and/or computer programming; or

A bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and two (2) years of experience as described above; or

A master's degree from an accredited college or university in one of the computer sciences or in management information systems and one (1) year of experience as described above; or

A doctorate from an accredited college or university in one of the computer sciences or in management information systems; or

Four years of experience as described above and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.

Experience as described above can substitute on a year-for-year basis for the required college education.

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.

Requires possession of a valid Class E driver license.

JOB DUTIES:

Responsible for maintaining, troubleshooting, and implementing hardware, software, computers, cell phones and related peripherals within the Division of Animal Industry. Analyze and resolve hardware, software, and communications problems using diagnostic software and/or technical troubleshooting processes.

Serves as the backup for the USALIMS (Laboratory Information Management System) application and administrative responsibilities, including creating internal users, assigning permissions, and creating or changing access based on job roles. Provides backup assistance and support including updating or creating new laboratory tests, canned comments, external messaging codes and troubleshooting error messages using USALIMS, Report Builder. Serves as backup to maintaining all laboratory software applications.

Maintain the information resource inventory within the Division of Animal Industry and provide inventory reports as requested. Coordinate the acquisition of and contracting for hardware, software, and services (including maintenance) with the Division Information Officer. Responsible for conducting a thorough annual inventory of all Special Inventory items throughout the Division.

Follow established programming standards, Standard Operating Procedures, and policies as applicable to the tasks performed. Develop guidelines and Standard Operating Procedures for computer software, hardware, security, and network utilization for the Division of Animal Industry. Write and/or maintain up-to-date documentation for software applications including program listings and operational procedures. Prepare instruction manual.

Assist in maintaining, creating content, and developing the division's SharePoint Intranet web pages.

Assists the Division with information technology during an animal disease outbreak or a natural disaster. The incumbent will be responsible to deploy to the incident command post to assist with establishing IT needs or be required to report to the State Emergency Operations Center to assist with any IT related needs during the incident. Incumbent will be required to complete Incident Command Structure Courses, 100, 200, 700 and 800 within the first year of employment and retake those courses as the content is updated.
