Starting Salary: $1,795.39 up to $ 2,884.62 Bi-weekly based on education, specific skillsets, and work experience. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher.)

DESCRIPTION:

The Department of Juvenile Justice's Information Technology (IT) Bureau is seeking an experienced individual to assist IT project management office (PMO) in coordinating and leading project teams in accordance with project management processes based on Project Management Body of Knowledge (PMBOK) standards and the policies and procedures of DJJ; facilitate and perform analysis of data and work processes to elicit and document user requirements for the Florida Planning, Accounting, Ledger, and Management (PALM) system; and coordinate and maintain procedures related to information technology projects and software application development.

DUTIES AND RESPONSIBILITIES:

Responsibilities, duties, and activities may include but not limited to the following:

Elicit and document user requirements as needed for Juvenile Justice software applications.

Assists in the planning, coordination, and guidance for all phases of project management with project teams, including initiating, planning, executing, monitoring, and controlling, and closing projects in accordance with guidelines, standards, procedures, and templates for project management consistent FL[DS] rules and DJJ policies and procedures.

Work closely with Finance & Accounting, Budget, and other business groups to develop requirements for building applications for the Florida PALM project.

Design and document technical and business solutions for user needs utilizing a variety of business analysis modeling techniques including but not limited to flowcharting, use cases and use case diagrams, user stories, and requirements traceability matrices.

Create process models, specifications, diagrams, and charts to provide direction to developers and/or the project team.

Participate in the development and review of policies, procedures, and standards within the Bureau of Information Technology.

Assist in bridging the gaps between business units and IT functions to create product requirements.

Work in cooperation with project manager, senior business analyst, and developers to meet project goals.

Develop strong relationships with Business and Technical groups as well as with our end users to improve IT services, support, and customer satisfaction.

Gain an understanding of the organization's business process and perform thorough determination of user needs at system and/or process level.

Interface with other agencies as required; and facilitate IT internal and external communications.

Develop use cases to explain/demonstrate business requirements/specifications to our Application Development team.

Flesh out details of a business solution, which requires a good understanding of how technological solutions are implemented.

Develop Test Scripts utilizing comprehensive business requirements.

Testing developed applications to validate they meet the business requirements.

Perform other project functions as may be assigned.

Familiarity with International Institute of Business Analysts Body of Knowledge (BABOK).

MINIMUM QUALIFICATIONS:

Experience in project management and project management best practices.

Excellent communication and problem-solving skills.

Proficient in data analysis and reporting tools.

Able to work independently and collaboratively in a fast-paced environment.

Strong organizational, analytical, and critical thinking skills

Experience with structured analysis techniques and in collecting, evaluating, and analyzing data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of project management practices.

Ability to conduct fact finding research, work independently, plan, organize and coordinate work assignments, and to establish and maintain effective working relationship with others.

Ability to interpret and communicate business and technical information effectively to project team stakeholders to facilitate a productive team environment.

Working experience with Microsoft Project, proficiency in Excel, MS Word, Visio, Balsamiq or similar tools for creating prototypes, diagrams, flowchart, and process flows.

Excellent writing skills - must be able to present written technical information that is clear and understandable to technical and non-technical stakeholders.

PMP certification is a plus.

PREFERRED QUALIFICATIONS:

Bachelor's degree in business administration, finance, information systems, or related field

5+ years of experience in business analysis preferred.

Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable. Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
