We've recently won the Army's Navigation and Timing (PM PNT) contract located at Aberdeen Proving Ground, MD and seeking to hire an Engineering Manager III to support the Army's Program Manager Position, Navigation and Timing (PM PNT).

Essential job functions are but not limited to:

Providing subject matter expertise on Positioning Navigation and Timing related technology and guidance for improvement of Critical Technology Elements and Technology Readiness.

Providing system engineering advice and recommendations based upon a comprehensive knowledge of the principles, policies, pertinent laws and regulatory requirements and procedures applicable to all PM PNT products and efforts.

Coordinating with PM PNT staff in identifying, preparing, reviewing, updating, tracking, and for the approval of acquisition program documentation such as System Engineering Plans (SEP), Test and Evaluation Master Plans (TEMP), system engineering requirements products, and Cybersecurity Strategies.

Reviewing and providing guidance and inputs for updates of program documentation supporting the acquisition process.

Drafting, developing, and updating engineering documentation; review, and providing inputs

Reviewing and making recommendations regarding the Lessons Learned, PM PNT policy and procedures, and Post Award Conferences for PM PNT products.

Providing input into the development, analysis, and tracking of PM PNT programs' Integrated Master Schedules and Risks.

Preparing, reviewing, and updating the PM PNT acquisition documentation

Identifying, assessing, updating and providing program protection information such as critical program information (CPI), critical function analysis (CFA), identification of threats and vulnerabilities, Program Protection Plan (PPP) risk analyses, development of PPP countermeasures, development of the PPP for PM PNT products, review and input to Critical Program Information, and provide support regarding development of Program Protection Mitigation Plans.

Performing modeling and simulation (M&S) on PM PNT

Providing input into the drafting of Statements of Objectives, Statements of Work, Performance Work Statements, Performance Specifications, and associated solicitation documentation and provide technical advice and assistance regarding proposal evaluation.


Active Secret clearance or higher

A master's degree and 10 years of applicable experience or an equivalent combination of education and training that provides the required knowledge, skills and abilities; or, a bachelor's degree plus 12 years of applicable experience or an equivalent combination of education and training that provides the required knowledge, skills and abilities.

VIEW JOBS 4/17/2019 12:00:00 AM 2019-07-16T00:00 ESP is seeking a motivated Senior Acquisition Specialist that is willing to work in a fast-paced environment in support of Project Manager Tactical Radios (PM TR) requirements who will participate in the decision making process and prepare acquisition documents that reflect technical and operational requirements for Government approval. Documents include but are not limited to: Service Contract Approvals requests (SCAs), Performance Work Statements (PWS'), Statements of Work (SOWs), Statements of Objective (SOOs), OTA documents, labor category descriptions, Justification and Approval Documents (J&As), DD-254s for Security, CDRL documents, Independent Government Cost Estimates (IGCEs) and Quality Assurance Surveillance Plans (QASPs), Acquisition Plans and Acquisition Strategies, limited competition memos such as use of non-DoD contract vehicles, sole source justifications, and Quality Assurance Surveillance Plans (QASPs). The ideal candidate will serve as an expert for the full range of acquisition planning, project and mission development, testing, integration, production and fielding and be able to identify components and services to be acquired by contract(s). They will plan, develop, and establish contractual requirements for overall acquisitions and work with both PM TR and the Army Contracting Command to meet contract and mission objectives. In addition, they will support PM TR, entering data into PEO C3T's portfolio management data base application, reviewing data for accuracy and providing reports that have been analyzed, validated and/or corrected. Required Experience: * 8+ years of Army Acquisition experience and 10+ years professional experience both within the Federal government contracting industry * Experience with Microsoft Office, including Word, Excel, PowerPoint, Outlook, Project and SharePoint * Ability to multi-task and pay strict attention to detail, work independently and as an integrated member of a project team, be a self-starter and prioritize multiple tasks with minimal supervision. * Ability to collect, analyze, and manipulate data and decompose/drill work product information down to determine actual requirements * Must have strong interpersonal and collaborative communications skills * Must be a US citizen and possess an active Secret security clearance * Approximately 10% local travel Preferred qualifications: * Working knowledge of the FAR, DFARS, and DoD 5000 series regulations and laws, executive orders, statutes, policies, principles of acquisition planning, and other requirements necessary to accomplish assigned duties * Defense Acquisition Workforce Improvement Act (DAWIA) Level I or Level II in Contracts or Program Management, or Project Management Professional (PMP) Certification * Bachelor's degree in Business related discipline * Ability to make recommendations for system improvements and optimization * Ability to establish goals and plans to meet objectives Engineering Solutions And Products, Inc.
