BCI is seeking to immediately fill one (1) full-time position for a former Navy Operations Specialist (OS) with NEC W23A or W24A to support the research, analysis, development, and authoring of the Tactical Information Coordinator Technical Aid (TIC TECHAID) manuals. The TIC TECHAID program bridges the gap between engineering and tactical employment of data links and information systems and provides operator guidance for U.S. Navy units employing tactical data links (TDLs). The work requires an ability to articulate complex technical issues in a clear, concise, understandable manner in verbal and written formats, work productively in team environments, meet deadlines, and perform multiple tasks in parallel.

Job Location: Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), CA

Telework: Available with Task Leader authorization

Job Start Date: within 2 weeks of hiring

Shift: Days~ 0800-1600

Experience Required:

This position requires: (1) at least eight years uniformed Navy combat systems experience in Aegis or Ship Self Defense System (SSDS) data link and Cooperative Engagement Capability (CEC) operations; (2) Navy Enlisted Classification (NEC) W23A - Multi-Tactical Digital Information Link Operator or W24A - Interface Control Officer (ICO); (3) at least six years of underway experience operating tactical data links; and (4) qualified applicants to show requisite subject matter expertise in the set-up, operation and troubleshooting of TDL and associated communications equipment. Experience with planning and maintaining TDLs at the Strike Group or joint level would be a significant advantage.

Description of Duties:

A successful candidate must have a desire to be part of a team that authors one of the most successful data link operating guides in use. The candidate's responsibilities will include: (1) maintaining currency and understanding of Navy TDLs and systems including Aegis and SSDS shipboard combat systems, data link systems and subsystems including LMMT, CDLMS, C2P, MOS, and CEC, relevant interoperability issues and the impact across a Strike Group; (2) acting as a liaison to the Navy TDL training community; (3) participating in engineering reviews; (4) conducting interoperability operational impact studies and analyses; (5) preparing reports and briefs, and authoring procedures for TIC TECHAIDs; and (6) Research and review baseline trouble reports for development, maintenance, support of the Interoperability Capabilities and Limitations (CAPs & LIMs) and TIC TECHAID Extensible Markup Language (XML) databases, including baseline configuration management, TIC TECHAID and CAPs & LIMs shared FACTS.

Travel is required up to 25% as part of assigned tasking and includes periodic, one week trips to fleet concentration areas. This travel includes visiting ships in port to verify equipment configurations and/or riding ships at sea to observe TDL operations. Additional ad hoc travel may be required, as needed.
