EDUCATION:

Advanced Degree (MA/MS) and ten years of experience in the respective technical/ professional discipline being performed with proper certifications as described in the Labor Category performance requirements.

OR, BA/BS degree, and 12 years of experience in the respective technical/professional discipline being performed with proper certifications as described in the Labor Category performance requirements.

OR, 15 years of directly related experience with proper certifications as described in the Labor Category performance requirements.

EXPERIENCE LEVEL:

A Senior labor category possesses the advanced knowledge, experience and recognized ability to be considered an expert in their technical/professional field, possesses the ability to perform tasks, and oversee the efforts of junior and journeyman personnel within the technical/professional discipline. Shall demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures and practices in their area of expertise. A Senior skill level typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently.

ESSENTIAL AREA OF RESPONSIBILITY:

3.1.3 Presentation

The Contractor appearance and presentation shall be professional at all times.

3.1.4 Self-Assessment Checklists

The Contractor shall be the working level point of contact and shall work independently on reviewing and updating self-assessment checklists by utilizing the Management Inspection Control Tool (MICT).

3.1.5 Records Management

The Contractor shall handle all official records IAW AFI 33-322, AFI 33-364, and AFMAN 33-363.

Systems Engineering

The Contractor shall plan for, and perform, systems engineering activities and tasks IAW the provisions of the latest version of AFLCMC Engineering Directorate (AFLCMC/EZ) Systems Engineering Guide, applicable Headquarters Air Force Materiel Command (HQ AFMC) and applicable Division policies. The Contractor shall review, evaluate, and make recommendations regarding integrating technical requirements contained in USG directives.

The Contractor shall assist in ensuring that technical specifications and standards are prepared IAW MIL-STD-961E and AFLCMC/EN Systems Engineering Guide as well as coordinate, integrate, and form an overall systems engineering perspective. The Contractor shall provide systems engineering technical support, system security engineering technical support, and recommendations of technical tasking assignments for the systems engineering functions. The Contractor shall provide recommendations for appropriate systems engineering input to: Fed Biz Ops submittals, MIL-STD-961E Performance / System Specifications, derived requirements and verification methods, SOOs, SOWs, Data Item Descriptions (DIDs), CDRLs, Instructions to Offerors (ITOs), RFPs, and source selection evaluation standards and elements.

3.6.2.1 Systems Integration

The Contractor shall have knowledge of systems engineering in support of system definition, development, integration, verification methods, sustainment, risk modeling/simulation, testing and evaluation, human system integration (HSI), crew stations engineering, OSS&E efforts, interoperability requirements, and airworthiness certification across a wide range of hardware and software systems, including ground based systems. The Contractor shall assist in reviewing, developing and updating applicable program documentation for systems engineering relevant requirements/issues.

The Contractor shall participate in and assist in the planning of systems engineering risk assessments by establishing a risk management review, coordinating action item status, and updating risk management metrics. The Contractor shall support the program office Airworthiness Certification Working Group (ACWG) by assisting in the development and maintenance of a comprehensive Modification Airworthiness Criteria Certification (MACC) compliance package as well as the airworthiness risk assessment. The Contractor shall support the planning and execution of the Airworthiness Review Board Meeting in support of obtaining military flight releases/Military Type Certificates. The Contractor shall assist in the production of draft documentation as requested or necessitated by programmatic limits based on cost, schedule, and performance to support the airworthiness process.

The Contractor shall assist in reviewing and performing assessments on program specific databases; analyze Built in Test (BIT) failure reports; and compare failure reports against the BIT Interpreter Analyzer for accuracy of BIT indications; provide system integration guidance to aircraft program offices for the program system installation and system maintenance; review and analyze technical proposals.

The contactor shall assist in the review of Failure Reporting, Analysis, and Corrective Action System (FRACAS) and Reliability Standard Reports; work with G081 database to check failure reporting from the field; and assist in the handling of all DRs ensuring proper classification and adequate detail for resolution.

WORKING CONDITIONSTravel: May be required to travel using commercial air, USG air, and other conventional modes of transportation to Outside Continental United States and Continental United States (OCONUS and CONUS) locations in support of program meetings, reviews, audits and other activities held at Government and Contractor facilities.

Shall travel unaccompanied and unsupervised. All travel (including plans, agenda, itinerary, and dates) require prior approval by the EPASS CO for OCONUS travel or COR for CONUS travel. CONUS travel requests shall be submitted no later than ten business days prior to travel.

Shall notify the EPASS CO or COR of the costs of air travel and receive prior written approval when the use of other than least costly air travel is required to complete a Government-directed task. May be required to submit a Trip Report upon return from travel. The trip report shall be submitted within 2 business days of return from earliest date of travel.

At a minimum the trip report shall include: name of employee; date(s) of trip; site visited; trip purpose; relevant observations during trip. Check for additional OCONUS Travel Requirements for FAR clauses 52.228-3 and 52.228-4 that apply to OCONUS travel. Office Work Environment: Work is performed indoors with some potential risks to safety and health hazards related to electronics.

issues to ensure adequate asset availability * Manage reliability-centered maintenance analysis. * Manage provisioning planning and implementation. * Manage life cycle logistics planning to include end of program requirements and life cycle cost development. * Support tasks related to kit development and kit proofing and coordinate actions necessary to resolve kit support issues. * Provide daily support to AFLCMC/WWQ at WPAFB, RAFB, and other Continental United States (CONUS) and Outside Continental United States (OCONUS) depot modification efforts as assigned, including, but not limited to, local manufacture, first article test and quality verification support. * Support Time Compliance Technical Order (TCTO), TO, Air Force Technical Order (AFTO) Form 82, TCTO Verification Certificate, AFMC Form 918, NonProvisioning Supply Item Support, and AFMC Form 873, Time Compliance Technical Order Requirements activities. * Support depot working groups, PMRs, Integrated PMRs, Technical Interface Meetings (TIMs), and regular depot planning meetings. * Provide analyses of configuration, deliveries and deficiencies as well as analyze and assist with the integration of training system requirements into production program plans and documentation. * Maintain data files for all depot and modification aircraft from cradle to grave. These include, but are not limited to, Integrated Electronic Technical Management System and Joint Computer-Aided Acquisition and Logistics Support system. * Prepare engineering DM plans, TO verification plans, and TO management plans. Contractor parts support personnel shall be able to forecast supply support requirements and interface with the Defense Logistics Agency to coordinate, track and monitor supply status. * Use its logistics expertise and USAF supply chain knowledge to provide complete logistics support in all aspects of supply system support including accessing applicable systems such as DoD Electronic Mall, D200 Requirements Data Bank and D043 Master Item Inventory Control System. * Ensure that supply systems are supported and procedures are followed per USAF guidance. * Capture and record all pertinent supply data. Any Contractor support working at salvage locations, as directed and approved by the USG through the EPASS CO, shall conduct and participate in supply studies, data collection, parts verification, supportability analysis and parts or maintenance reviews. * Participate in process improvement activities and meetings, to include IPT meetings, stand-up meetings, logistics reviews, PMRs and other meetings in support of workload requirements. * Assist the program office by preparing, and coordinating program management agreements, service level agreements, MOA/MOU, SOO/SOW, electronic staff summary sheets, and other program documents or directives as assigned. * Support special projects including but not limited to Supportability Operations Review Teams (SORT) and Executive Steering Groups (ESG). * Schedule and attend preparatory events (including action item reviews and murder boards) prior to SORT and ESG conferences, update/coordinate SORT charter, and monitor and track action items generated from various forums. * Setup, coordinate, and facilitate meetings, video teleconferences and conferences as assigned. * Provide technical, analytical, and sustainment support for depot activation. * Use program management tools in order to manage the transitioning workloads impacting LSA, peculiar SE acquisition, engineering assessments and technical data validation. * Track and maintain the depot activation IMS. * Accomplish SORA process changes as directed by core activation requirements. * Review the LSA documentation for recommended changes to source maintenance recoverability codes from depot to field level or from field to depot level of repair. * Take into consideration the availability of adequate technical documentation, SE, and skills required to accomplish the repair at the requested level. * Results shall be reported directly to the Government and documented in the monthly status reports.
