Major Functions

The Volusia Sheriff's Office is seeking a Systems Engineer II for the Information Technology department. This positions will be located in Daytona Beach, Florida.

The selected candidate will be progressively responsible experience to performed technical work planning, implementing, analyzing, designing, and maintaining computer hardware, operating system software, data storage, and database management systems in a complex multi-system environment. Additionally, this position will mentor other Systems Engineers.

NOTE:These positions may be required to work evenings and weekends as needed.

  • Performs all duties of a Systems Engineer I, plus the following:

  • Defines and allocates disk storage for file and database systems on servers and storage area networks (SAN).

  • Trains operational staff and automates routine operational and maintenance tasks.

  • Develops, documents, and enhances system administration procedures.

  • Prepares detailed technical analysis, recommendations, project plans, and cost projections for server and SAN projects.

  • Maintains high level of technical knowledge of server hardware, SANs, operating system software, and database management software.

  • Designs and implements high-availability hardware and software systems. Analyzes user requirements, developers' needs, and technical constraints. Implements solutions across multiple operating systems. Integrates new technologies into the existing data center environment.

  • Establishes Service Level Agreements with customers.

  • Communicates with customers regarding ongoing technical issues affecting performance.

  • Mentors and guides other Systems Engineers.

  • Assists in development of strategic plans for growth and resiliency.

  • Identifies key success factors and identifies necessary resources.

  • Designs and implements local area networks (LANs), wireless local area networks (WLANs), and wide area networks (WANs).

  • Designs and implements network device placements, including for wireless access points, switches, routers, and firewalls.

  • Designs, implements, and maintains network access for users and systems; including virtual private network (VPN) access.

  • Prepares detailed technical analyses, recommendations, project plans, and cost projections for network projects.

  • Maintains high level of technical knowledge of network hardware and software.

  • Attends work on a continuous and regular basis.

  • Responds to emergency situations.

  • Must adhere to Federal, State, County and Local ordinances.

  • Performs other duties as assigned.

Minimum Requirements

Bachelor's degree in Mathematics, Computer Science, Information Systems, Engineering, or related field, and three (3) years of responsible experience in systems, database or network administration. A comparable amount of training, education, or experience may be substituted for the minimum requirements.

Having met the minimum requirements, the preferred candidatewill have experience with Microsoft-based systems running in a clustered virtualized environment to include either: Active Directory, Exchange, SQL Server, Windows Server 2012/2016/2019 AND/ORexperience troubleshooting and maintaining virtualization technologies AND/ORexperience with Cisco networking and security equipment to include switches, routers, and firewalls.

  • Must possess a valid driver's license.

  • Must obtain a valid Florida driver's license within 30 days of appointment and maintain thereafter.

  • Selected candidates will be required to undergo an extensive criminal background process.

Knowledge, Skills & Abilities

  • All knowledge, skills, and abilities of a Systems Engineer I, plus the following:

  • Skilled in the design and implementation of computer server environments; including security, backup and recovery, disaster recovery, routine maintenance, and automation of batch processing.

  • Skilled in the evaluation and recommendation of computer hardware and software.

  • Skilled in planning, coordinating and scheduling projects.

  • Knowledge of various types of network authentication; including password, two-factor, token, single-sign-on (SSO), and biometric authentication methods.

  • Knowledge of network authentication protocols; including Kerberos, Secure Sockets Layer (SSL) and Transport Layer Security (TLS).

  • Skilled in the design and implementation of local area networks (LANs), wireless local area networks (WLANs), and/or wide area networks (WANs).

  • Skilled in providing security, disaster recovery, and routine maintenance for LANs, WLANs, and/or WANs.

  • Skilled in the evaluation and recommendation of network hardware and software; including switches, routers, and firewalls.

  • Skilled in monitoring and maintaining all levels of network security, internally and externally.

  • Skilled in the design and implementation of switches, routers, firewalls, and virtual private networks (VPNs).

  • Knowledge of network and system security best practices.

  • Able to communicate effectively both orally and in writing.

  • Able to establish and maintain effective working relationships.

  • Able to work under stressful conditions.

  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands: Ability to read and comprehend technical and professional writing; including journals, instructions, layouts, schematics, memos, letters, procedures, and safety instructions. Ability to perform advanced mathematical functions. Ability to write reports, critiques, memos, letters, instructions and procedures. Ability to speak clearly and concisely. Ability to analyze data and develop conclusions. Ability to identify and resolve problems. Ability to think logically and show attention to detail.

Physical Demands: Able to lift, push, pull, and/or carry 25 pounds. Able to see, hear, talk; finger dexterity, handle, grasp. Visual acuity (depth perception, peripheral vision) necessary to operate a motorized vehicle.

This position is located in Daytona Beach, Florida and will perform specialized work with warrants, capias, injunctions, and more! Some responsibilities include, but are not limited to receiving requests from field units and conducting computerized searches on their behalf, assisting with incoming and outgoing records information, and performing tasks within computerized systems. NOTE:This position requires staffing twenty-four (24) hours a day seven (7) days a week. A typical shift will consist oftwelve (12) hours shifts. This position is mission essential and may require work on holidays, weekends and emergencies. This position may be required to work overtime shifts as necessary. The omission of specific duties does not exclude them from the position.) * Receives instruction in the policies and procedures of computer assisted dispatch (CAD) system, computerized searches and teletype related computer entries via a standardized training program. * Performs tasks which include: Operation of a telephone console having several trunk lines and a number of extensions; Florida Crime Information Center (FCIC) Terminal and computer terminals. * Answers incoming requests from field units with entries into the FCIC/NCIC systems. * Conducts appropriate computerized searches, entering towed vehicles into CAD or related services on behalf of field units, and makes entries into law enforcement computerized records systems as directed. * Records information (incoming and outgoing messages) obtained via telephone and/or other sources (computer) from the public on the appropriate forms. * Handles entries of confidential Warrants, Capias, Injunctions, Civil Orders for Arrest into FCIC/NCIC and the County Clerk Management System. * May train new Warrants Clerks when hired. * Attends work on a regular and continuous basis. * Must adhere to Federal, State, and Local ordinances. * Responds to emergency situations. * Performs other duties as assigned. Minimum Requirements * Must be a minimum of 18 years old. * Graduation from high school or possession of a GED. * Must meet State of Florida applicant requirements pursuant to FS 401.465. * Must receive FCIC/NCIC Full Access Certification within six (6) months of hire date. NOTE:A pre-employment skills test may be required. * Subject to a physical exam, psychological exam and background investigation including a voice stress analysis.* Knowledge, Skills & Abilities * Knowledge of a wide range of telecommunications equipment that includes telephones, FCIC Terminal and computer aided dispatch (CAD) system. * Working knowledge of policies and procedures relating to public safety communications. * Able to learn and use Florida Crime Information Center/National Crime Information Center (FCIC/NCIC) and Criminal Justice Information Services (CJIS) systems. * Able to learn and perform assigned clerical duties readily and adhere to prescribed routines. * Able to learn and effectively utilize computerized systems used in the Warrants Division. * Able to communicate clearly and concisely with public, coworkers and other agencies. * Able to interact effectively with others. * Able to work under stressful conditions. * Must be able to relocate to other county locations based upon operational needs.
