SAICis seeking Systems Engineers and Software Engineers tosupport O&M, R&D, and procurement of data and informationprocessing capabilities to improve battlespace awareness and data for decisionmaking at all echelons across Combat Air Force (AF) Command and Control (C2)and Intelligence, Surveillance and Reconnaissance (ISR) enterprise,Intelligence Community (IC), Joint, and Coalition air, space, cyberspace, andintelligence components, systems, and architectures. This mission is toresearch, develop, transition, and sustain advanced information technologysolutions to support timely and secure intelligence information access,analysis, and dissemination for National Defense and Intelligence Communitydecision makers at all echelons, which enables the continuous assessment ofglobal conditions and events; establishes and maintains critical battlespacesituational awareness (including an understanding of adversarial capabilitiesand intent); provides game-changing intelligence; and that locates, identifies,and tracks red, blue, and gray forces anywhere, anytime in near real-time.

The functional areas associated with dataand information processing capabilities include, but are not limited to, thefollowing:

  • Multi-domain integration of intelligence andoperations across air, space, cyberspace, including Command, Control,Communications, Computers, Intelligence, Surveillance, and Reconnaissance(C4ISR) strategy development, kinetic/non-kinetic targeting, planning,re-planning, and operational assessment in support of the full range ofmilitary operations from permissive to contested and denied environments

  • Command, Control, and CommunicationsCountermeasures (C3CM);

  • Command and Control Information Warfare (C2IW);

  • Electro Magnetic Battle Management (EMBM)

  • Artificial Intelligence and Machine Learningtechniques

  • Advanced Geospatial Intelligence (GEOINT) and

Signals Intelligence (SIGINT) Processing, Exploitation, and Dissemination(PED);

  • Non-traditional ISR (NTISR) (inclusive of air,space and cyber domains), including Operational Reconnaissance (OPS RECCE)

  • Open Source Intelligence/Publically AvailableInformation;

  • National-Tactical Integration (NTI);

  • Cyber Network Operations (CNO), InformationOperations (IO), and Electronic Warfare (EW);

  • Network Centric Warfare (NCW) and IntelligenceNetwork Analysis;

  • General Military Intelligence (GMI)

  • Multi-source, multi-domain, multi-formatintelligence analysis and correlation;

  • Data prioritization architecture;

  • Open architecture;

  • Globally distributed computer network;

  • Multi-domain database management and datareplication;

  • Cloud technology and

  • Graph analytics, text analytics, and datanormalization.

The work in these functionalareas may include: analytical studies, system requirement studies, systemfeasibility studies, system design, system trade-off studies, work plans, rapidprototyping, system demonstrations, operational and technical assessments,exercise and pilot event support, hardware fabrication, flight test, softwaredevelopment, system(s) simulations, functional test and evaluation analyses,Assessment and Authorization (A&A) test and evaluation analyses, technologytransition/integration, fully developed and tested modification kits, systemsustainment, on-site engineering support, system installation (hardware and/orsoftware), and training.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience

This position involves technical planning, staffing, performance assessment, feedback, cost and risk, and supportability analyses for a total system solution. This manager will provide leadership and functional management for approximately 20-30 engineers. This manager will be responsible for providing the skills, tools and processes to develop, optimize, and document the System. Functional responsibilities include: 1) Assignment of work tasks, providing performance appraisals, career planning, and training development required for direct reports. 2) Conduct staffing and work force planning to support current and anticipated projects, including interviewing and hiring personnel as required. Coordinate staffing requirements closely with the Sr. Mgr. 3) Define, communicate and coordinate staffing priorities as well as funding requirements with the appropriate project leads. 4) Act as a stakeholder for programs ensuring domain area is appropriately represented. 5) Review and approve functional proposal inputs including BOEs and scopes of work. 6) Own, execute, and status department level initiatives. 7) Change agent in responsible area with focus on affordability and advancing technical capabilities and innovation. As a member of this Engineering Department, qualified candidates will have an entrepreneurial spirit. Candidates will self-initiate and promote innovative ideas and solutions to technical challenges, align new concepts to customer missions and requirements, follow customer opportunities and respond rapidly to solicitations aligned to department strategy, communicate concepts and ideas with influence to gain stakeholder buy-in, and develop sound business cases in support of qualified pursuits. Basic Qualifications Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience or 7 years of professional experience with a related Master's degree. Considered an emerging authority in discipline. Demonstrated equivalent experience acceptable. Besides possessing rock-solid domain expertise in software engineering and a passion for excellence, the candidate must possess: (1) strong innovative problem solving skills, (2) strong interpersonal, oral and written communication skills to interact with customers, team members, and senior leadership, (3) a solid work ethic, (4) the ability to lead teams, and (5) a full understanding of other related disciplines.
