Systems Analyst - Naviline

JOB SUMMARY

The Systems Analyst position plays a crucial role within the Information Technology department of the City of Cocoa. This role is pivotal in ensuring the efficient and effective management of the city's CentralSquare Naviline platform and leveraging Cognos for advanced reporting capabilities. This position demands a professional adept in managing the Naviline platform, ensuring its smooth operation and security, and proficient in utilizing Cognos for the creation and maintenance of detailed, actionable reports. The Analyst will be instrumental in analyzing data to support decision-making and operational efficiency across city departments.

ESSENTIAL JOB FUNCTIONS

• Coordinate routine maintenance, troubleshooting, and support tasks for the Naviline platform with CentralSquare.

• Configure and manage user access and security settings.

• Coordinate system updates, patches, and upgrades for Naviline with CentralSquare.

• Develop and maintain detailed documentation of processes, configurations, and system modifications.

• Design, develop, and maintain complex reports using Cognos Report Writer.

• Ensure reports meet end-user needs for data analysis and decision-making.

• Optimize and tune reports for performance.

• Train end-users in report generation and interpretation.

• Lead and participate in Naviline projects related to system upgrades, integrations, and new implementations.

• Essential Employees may be required to work during a declared or undeclared emergency.

• Performs other related job duties as assigned.

Knowledge, Skills and Abilities:

• In-depth knowledge of CentralSquare Naviline's functionality, configuration, security protocols, and system integration capabilities.

• Comprehensive understanding of Cognos analytics and reporting tools, including the ability to design, develop, and deploy complex reports.

• Strong foundation in data analysis techniques, data integrity principles, and database management.

• Knowledge of best practices in information security, including data protection and disaster recovery planning.

• Awareness of municipal government functions and how technology supports these operations.

• Skilled in the use of RPG, CL, and SQL, database query tools, and other programming languages relevant to data analysis and system customization.

• Strong project management skills, capable of leading and contributing to multiple projects with varying deadlines.

• Excellent verbal and written communication skills, with the ability to translate technical information into clear, concise reports and presentations for a non-technical audience.

• Strong interpersonal skills, with the ability to collaborate effectively with team members, stakeholders, and external partners.

• Ability to adapt to rapidly changing technology landscapes and organizational priorities.

• Capacity to engage in critical thinking and decision-making, using data to inform actions and recommendations.

Education and Experience:

Associate degree or higher in related field and/or comparable work experience with a minimum of three (3) years of related experience; or an equivalent combination of education, training and experience.  Deep knowledge of both CentralSquare's Naviline system and Cognos Report Writer. Have a basic knowledge or working experience with Report Program Generator (RPG), Control Language (CL), and Microsoft SQL.

Special Qualifications:

For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire.  Employee must be able to clear a FDLE/CJIS background check and security exam.PHYSICAL DEMANDS

The work is generally medium and may require exerting up to 50 pounds of force occasionally, and up to 30 pounds of force frequently to move objects. Additionally, the following physical abilities are required:
