Systems Analyst IV

The Systems Analyst IV performs advanced technical work and system administration for the HIV Section Medication Data and Analysis Group, under minimal direction with considerable latitude for the use of initiative and independent judgment. Work involves overseeing and implementing systems and procedures for complex data systems.

Works in a fast paced, customer service-based environment. Supports and performs the planning, testing, administration, operation and maintenance of databases. This position will be responsible for extensive end user training and ensuring end users confidence and acceptance of the system.

Performs workflow and report design. Provides technical assistance and manages program help desk requests. Work outside of regular hours may be required.

Travel to other work location may be required. Performs other duties as assigned.

Essential Job Functions:

Provides expertise in and participates in development, testing and implementation activities for TakeChargeTexas (TCT) web portal system that streamlines the HIV Care Services (CARE) and Texas HIV Medication Program (THMP) application process to improve client service delivery and health outcomes for people with HIV in Texas.

Prepares complex documents related to the development and maintenance of system including but not limited to a comprehensive testing strategy outlining the testing objectives, methods of testing, timeline for testing, and resources needed. Develops overall training strategy considering change management principles.

Performs user acceptance testing and unit testing for the application. Tests and approves new development in the application for sign off. This position will develop test scenarios and verifies that the application passes tests; determines adequate amount of testing required and ensure regression testing is performed and adequate. Works closely with project manager and informs them that deliverables are met according to contractual requirements.

Gathers business requirements from subject matter experts, develops workflows and question packages, assists in interface layout and design and develops reports and data extracts. Works closely with system users and stakeholders to develop policies, procedures and automated work plans.

Works with program to advise them on the capabilities of the system to find the optimal method of gathering the information. Amends policies as required to ensure information is captured effectively. Ensures that the development of system interfaces and workflows are in alignment with program work processes and business requirements.

Alerts supervisor and project manager if system development and maintenance are not in alignment with project schedules. Proactively works with program staff to identify program needs and solutions as they relate to helpdesk tasks.

Develops a comprehensive training strategy. Develops and conducts end user training, including in person and webinar-based training.

Serve as change management agent. Provides ongoing technical assistance for the application. Responsible for all aspects of end user support, including responding to help desks requests, setting up new user accounts, deactivating accounts. Prepares and maintains high quality written documents, including project updates, training plans, and system documentation.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:

Knowledge of current social, economic, and public health issues related to HIV/AIDS; public health laws and regulations; public administration and management techniques; educational techniques and procedures; statistical analysis process; Microsoft Office Suite; computer software capabilities and limitations; software application functionality and test plan creation; quality assurance and improvement techniques; and of medical terminology and medications commonly used in the treatment of HIV/AIDS and STDs.

Skill in in composing, organizing, proofreading, and editing documents, forms reports, and correspondence for accuracy and clarity; use case development; in instructing others; translating technical information into user-friendly language; developing and maintaining effective working relationships with others; and in using personal computers for data entry, running reports, and developing correspondence using Excel and Word.

Ability to train and provide technical assistance to others; to interpret Public Health laws and regulations; to analyze and assess public health needs; to perform data entry with speed and accuracy; to effectively communicate verbally and in writing; to develop, implement, and evaluate policies, procedures, curricula, forms, and reports; to understand and adhere to applicable laws and rules regarding confidential information; to plan, organize and coordinate multiple projects while meeting strict deadlines under minimal supervision; to handle, process and disseminate materials that are highly time-sensitive and that require rapid response; and to identify problems and create logical solutions.

High school diploma required. Bachelors degree with coursework in computer science, public health, social work, health care, or business administration is preferred.

Experience and education may be substituted for one another. Additional Information:

This position is eligible to telework consistent with the HHS telework policy. Travel to office may be required.

Salary Note: The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
