System Analyst II

Overview:

As a System Analyst II, you will be responsible for scoping project activities and objectives and for overseeing program design, coding, testing, debugging and documentation. You should have experience working in a remote IT development environment. This is a Part-Time position and work location will be in Alexandria, VA. This position is contingent upon award.

Job Responsibilities:

  • Formulate/define system scope and objectives for assigned projects.

  • Understand business or function for which the application is designed. Specific areas include, but are not limited to, enterprise and federated search in a scientific and technical information as well as a business environment, metrics and visualization for a variety of audiences including senior managers.

  • Devise or modify procedures to solve complex problems considering computer equipment capacity and limitations, operating time, form of desired results, and business processes.

  • Interact with client and business Subject Matter Experts to ensure appropriate interfaces, workflows, and system-people integration.

  • Prepare detailed specifications from which programs will be written.

  • Some travel to client sites in the Washington DC and other U.S. locations may be required.

Qualifications:

Minimum 5 years of experience

Experience with scientific and technical information in a federal government environment is a plus.

Required Skills:

  • Full technical knowledge of all phases of applications systems analysis and programming.

  • Proven ability to quickly understanding business and technical environment in which the applications are being developed.

  • Proven working experience in the information technology sector providing technical services and expertise to operate, monitor, and maintain IT applications and associated software.

  • Expertise in preparing program specifications and executing them in an Agile software development environment.

  • Experience with enterprise search, federated search, metrics and visualization preferred.

  • Excellent client-facing and internal communication skills.

  • Excellent written and verbal communication skills.

  • Self-motivated and capable of working independently and with a team.

  • Solid organizational skills including attention to detail and multi-tasking skills.

  • Strong working knowledge of Microsoft products to include Outlook, Word, Excel, PowerPoint, Project, and Visio

Education:

  • BS in Computer Science or related field or Associate's with 7 years of relevant experience

Clearance Requirements:

Candidates must be able to obtain and maintain a DOD Secret Clearance. Candidates must be US Citizens to be eligible for the DOD Secret Clearance.

An Overview The Budget Management Analyst II (Mid-level) position performs a wide variety of budget and management analysis work for their portfolio of departments and agencies. The work performed is fast-paced and often time-sensitive. A significant aspect of the work involves producing annual operating and capital budget documents. What You Should Bring The ideal candidate will have strong analytical skills, possess outstanding multi-tasking abilities and bring a variety of technology related talents (ERP experience, Excel, PowerPoint, SharePoint). Previous work with budgeting and analysis is preferred. The Opportunity * Assists departments in developing budgets, and reviews departmental budget submissions; * Monitors departmental operating budget expenditures to include expenditure and revenue projections; * Writes, develops, recommends and interprets financial policies; * Prepares summaries, analysis and recommendations on budgetary requests and programs; * Analyzes and recommends reductions, increases and alternative methods for meeting departmental and budget goals; * Researches and writes memoranda and management analysis regarding policies, procedures, budget items and capital improvement projects as directed, and prepares charts, graphs and statistical tables to aid in the presentation and consideration of the budget and programs; * Makes detailed projections and analysis of City revenues/expenditures and monitors revenue and expenditure trends for budget and cash flow impact; * Attends City Council work sessions and public meetings, as needed, to answer questions and justify recommendations; * Answers procedure and policy questions from departments; * Uses intermediate and/or advanced features of Microsoft products, such as Word, PowerPoint, Excel and SharePoint; * Participates and assists in the design, implementation, and installation of new and revised programs, systems, procedures, methods of operation, and forms; * Reviews and monitors federal and state grant funds; * Provides leadership, training and direction to less experienced analysts; and * Performs related duties as required. About the Department The Office of Management & Budget (OMB) prepares and implements the annual operating budget and capital improvement program and performs on-going fiscal and management analyses of City programs while conducting research and analysis in such areas as improving operational efficiency and cost effectiveness, performance measures, organizational structure and processes, and the acquisition and use of state and federal resources. The office comprises of 10 staff and has an annual operating budget of $1.3 million.Minimum & Additional Requirements To qualify for the Budget Management Analyst II (mid-level) you must possess a bachelor's degree and three (3) years of experience in budget and management analysis; or an equivalent combination of education, experience and training. Preferred Qualifications A Master's degree in Public Administration, Business Administration, Finance or a directly related field of study; experience in budget and management analysis in a municipal or other government environment; experience with a financial enterprise resources planning (ERP) system (ex.Tyler Munis); project management experience; experience with ResourceX priority based budgeting; and experience building complex financial models.
