Systems Analyst II

The Technical Services Division is looking to hire a System Analyst II. The Systems Analyst will perform professional systems analysis, development, and/or maintenance work of various information systems. This position will supervise the technical team supporting the Business Division and coordinate specific divisional and departmental work activities as assigned. The Systems Analyst II is responsible for the support of the Hansen Technologies' Banner Customer Information System, the West Coast Labour Systems Service-Link mobile dispatching solution, and a host of other payment and customer service related business solutions.

Duties to include, but not limited to:

• Provide oversight and management of the Business Support Team (one direct and three indirect) tasked with providing end-user support for the applications/services used by the Business Division.

• Serve as project manager responsible for the timely completion of tasks, resolution of issues, and implementation of assigned projects.

• Conduct detailed analysis of business processes and systems to identify opportunities to improve process efficiency and productivity.

• Define and document business processes.

• Evaluate emerging technologies and opportunities to enhance service delivery.

• Evaluate and prioritize application change requests.

• Define and document functional and technical requirements for technology solutions.

• Develop specifications, diagrams, and flowcharts in the preparation of concise informational systems documentation.

• Review, evaluate, and analyze existing systems to define problems and information processing requirements. Assist with troubleshooting and the implementation of corrective solutions.

• Consult with management and end-users to determine the needs of system(s).

• Respond and resolve application-related needs and issues after business hours and on weekends as necessary.

• Manage vendor service contracts, relationships, and support issues as necessary.

• Manage technology implementations in coordination with IT, external vendors, and divisional stakeholders.

• Serve on departmental and city-wide committees and teams as assigned.

• Conduct meetings or make presentations to communicate information as requested or needed.
