This position will be filled as a Systems Analyst I (A.14, $66,930.00 - $103,741.50) or as a Systems Analyst II (A.17 $77,479.80 - $120,093.69), depending on the qualifications of the selected candidate. The Systems Analyst will work on many projects simultaneously within the Public Safety portfolio to deliver specified products and documentation.

Systems Analyst Job Duties include but are not limited to:

  • Interact and communicate with department directors, chiefs, IT leadership, department liaisons, stakeholders, and customers.

  • Analyze user requests for new or improved computer information systems; Research current technologies in computer systems to recommend solutions to user problems or needs.

  • Complete requirements process including elicitation, analysis, and specifications; documentation of functional and non-functional requirements.

  • Review existing applications to define problems and information processing requirements.

  • Interact with users, other portfolios, and vendors for the full life cycle of projects.

  • Provide end user support and coordinate resolution of issues to include change management, root cause analysis and appropriate escalation as needed.

  • Manage and participate in acceptance testing activities to ensure the system is functionally appropriate, technically sound, and well-integrated; develop test cases and use cases.

  • Prepare user documentation and participate in end-user training.

  • Perform end to end analysis and documentation required for implementations and data migrations.

  • Participate as a technical subject matter expert on Request for Proposal committees.

  • Attend or conduct staff or training meetings to exchange information; attend in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.

  • Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described. Individual assignments will be determined by the supervisor based on the current workload and department needs.

  • Communicate project status to the Solutions Manager, peers, customers, and Executive Management Team.

  • Possess excellent verbal and written communication skills.

Added job duties for the Systems Analyst II:

  • Develop diagrams and flowcharts for system design including business process models.

  • Perform gap analysis to establish system and business capabilities.

  • Develop business cases and other project analysis documentation (cost/benefit analysis, risk analysis, etc).

  • Lead implementation of new technology solutions and application upgrades.

  • Manage project activities for small/midsized projects

  • Manage technology vendor relationships, including contract execution and scope definition.

CJIS/PREA Disclaimer: *This position will provide direct support to the City's Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitive public safety databases. As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. Automatic disqualifiers related to the CJIS and PREA criminal background checks apply, including but not limited to, US Citizenship and/or minimum ten (10) years US Residency requirements.
