Short Description

The System Analyst's role is to define, develop, test, analyze, and maintain new software applications in support of the achievement of business requirements. This includes writing, coding, testing, and analyzing software programs and applications. The System Analyst will also research, design, document, and modify software specifications throughout the production life cycle.

System analysts design, develop and implement computer programs. They must be knowledgeable about the latest technology trends and be able to work in team settings.

Responsibilities

Be able to function as a systems analyst and develop solutions. Stay up to date on the latest technology trends.

As a system analyst you will work with specific computer systems and/or application platforms, such as financial or engineering and tailor such systems to the needs of the business. Work with key resources on development requirements to design a system to meet those needs. System analysts may also prepare cost analyses to assist management in determining the financial feasibility of a system as well as work with project managers to ensure that time lines are met.

Must be able to design the software modules for the new system and then translate the designs into various programming languages for the system to follow. Usually responsible for testing software to ensure there are no problems and debugging programs whenever problems arise. Must maintain good relationships with vendors.

Must be able to work closely with the business departments to understand their needs and create a program that can satisfy them. Responsible for every aspect of the new software, including design, translation, testing and problem solving.

B.S Computer Science with 2+ years IT experience

An associate's degree may be accepted, though a bachelor's degree is preferable

Job Summary The primary mission of the Legal Collections Analyst will provide hands-on development of risk models involving market, credit and operational risk, Payment Options to increase Secure Transactions of Accounts Receivable and provide research and analytical support for the Legal Risk Department. This position reports directly to the Legal Services Supervisor, Accounts Receivable with delegated duties such as training and mentoring teams to meet and exceed departmental objectives and goals. Securing Transactions is required when high risk accounts with potential cash flow issues are identified. Excellent negotiation skills and attention to details are required to maximize return with Settlements. Work closely with the Legal Services Supervisor, outside legal counsel/attorneys, and third-party agencies to maximize returns and minimize bad debt. Responsibilities * Focus on implementation strategies to enhance Secured Transactions with Payment Plans, Settlements, and other applicable agreements pertaining to Accounts Receivable, including security and protocol for at risk accounts. * Provide priority and security efforts to monitor and maintain status of Payment Options with escalated risk customers * Work with outside attorneys/agencies to obtain judgments, garnishments, and related remedies for customers in default of Payment Options * Provide contractual language expertise relating to documents relating to Accounts Receivables and the construction industry, such as Joint Check Agreements and Sworn Statements * Building Risk awareness amongst staff by providing training and mentoring * Manage security and recovery portfolio relating to escalated accounts and default customers in AR * Meeting the Legal Risk Department's needs for metrics and deliverables Relating to analysis of accounts in slow pay * Develop Risk Reporting for Senior Management and Field centered around securing funds * Utilize appropriate judgment in releasing/holding orders and possible account suspension * Pro-actively work on security interest for the at-risk customers as the risk arises * Take proactive measures to address changes regarding financial position of customers * Maintain relationships with Internal and External customers to drive efficiencies in processes Professional Experience 4 Years General Business Experience 2 Years Legal Experience Skills * Self-starter, Achievement Driver, and ability to multi-task * Experience with Legal matters, Mediation, Negotiations, and Settlement Agreements * Proven Financial Analytical capabilities covering high risks * Advanced skills pertaining to Excel * Strong Sense of Urgency and Customer Focus/ Organizational and Time Management Skills * Excellent Verbal and Written Communication/ Advance Microsoft Excel and Word * Value-Added Business Contributor * Experience with court systems and legal processes Risk Analysis and Assessment Functions * Processes invoices of third-party collection agencies and attorneys * Monitor payment history and risk exposure for accounts with Payment Options * Analyzes risk of default through data tracking of escalated accounts * Ensures legal documents are compiled for placements with outside attorneys/agencies for collections * Conducts root-cause analysis for slow payments * Mitigates invoice issues * Monitors billing, submits invoices, and recoveries on accounts placed with third-party attorneys/agencies to ensure highest return on investment possible * Develops and conducts ongoing revisions of reporting for Legal Risk Team * Addresses settlement inquiries and performs recovery analytics * Resolves customer disputes as necessary * Provides management with weekly activity reports on notices issued * Communicates insurance requirements needed to litigate risk between insurance, customers, and the COI Dept * Performing risk evaluation and assessments to include evaluating the company's historical handling of risks and comparing potential risks with criteria set by the company such as costs and legal requirements to predict future risk * Establishing and Analyzing the level of risk the company can best perform with * Preparing risk management policy and training procedures while implementing Secured Transaction program * Conducting policy and compliance audits, which will include liaising with internal and external auditors to assist in explaining the external risk as well as internal risk and relevant controls in place * Building risk awareness amongst staff by providing support and training within the company, including Regional account analysis, root cause and trend prediction to drive risk preventative actions, and Sox compliance measures required * Reviewing customers security interest as it relates to other creditors to determine Herc's place in line as a secured creditor * Best practices and preventative Risk actions/Risk Portfolio Analysis * Bad Debt, Lien and Bond secured portfolio analysis and actions to ensure Herc's portfolio percentage of secured transactions is increased. Legal Documents pertaining to AR * Process payment plan inquiries * Review with Credit Analyst to define Credit Risk Level * Responsible for escalating when Settlements are needed * Draft all AR payment options, including Payment Plans and Settlements * Point of contact for approval of language pertaining to AR/customer-related legal documents, including waivers and agreements * Owner of Joint Check process * Processes Sworn Statements as requested * Responsible for updating Collections Dept regarding statutory changes pertaining to collections, liens, consumer laws, etc. * Maintains third-party collection process with Consumer accounts * Main source of contact between in-house Collections and approval process for escalation of accounts * Maintain attorney-modified Lien Releases, Joint Check Agreements, and additional AR documents as a resource tool * Maintain records of Bankruptcy filings, court proceedings, and Proof of Claims to ensure compliance and maximum return on investment * Reviewal of Write-off processes for Audit and Compliance controls * Secure Transactions as accounts relate to legal rights for recovering on Accounts Receivable to monitor and limit risk of outstanding invoices owed * Place bad debt accounts with agencies and advise on outside counsel's legal litigation, including trial prep, complaints, motions, and settlement authorities * Cost Benefit Court legal analysis, metrics, and reports to recoveries received * Audit attorney/agency/bankruptcy portfolios to insure collection status updates/performance and recommended changes as needed * Negotiate, manage, and advise with attorney/agency settlement agreements * Protect Herc's interest in disputes and collection performance analysis At Herc Rentals, our success depends on the success of our people.
