Qualifications:
  • Undergraduate degree, Computer Science, et cetera
  • Minimum three (3) years of experience
    • In-depth experience with Oracle 12c or 19, SQL Server 2016 and above as well as unstructured data
  • Strong editing background and ability to work with multiple groups across the Civil Rights Division
  • Designing and documenting technical specifications
  • Designing and developing SQL Server/Oracle database structures and processes
  • Designing and implementing appropriate security access procedures
  • Providing feedback on user interfaces, critical business rules and functionalities

Responsibilities/Duties:Systems Analyst works directly with government staff and/or under the direction of the Systems Manager to determine reporting, query and analysis specifications. Analyzes partially or undocumented tables to establish relationships and appropriate fields to use for queries/reports
Works out the details of functional and design requirements, systems design, data elements, data validation specifications, data capture mechanisms, and data conversion procedures through discussions with government staff and own superiors Executes queries and reports
Compare results to existing reports where available to validate analysis and extrapolate to new related queries/reports Makes presentations of findings, recommendations, and specifications in formal reports and in oral presentations
Develops systems documentation
Consults with government staff and with other contractor staff to assure understanding of task objectives, identifies problems and suggests improvements Reports on progress to government staff and to superiors

INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.The Analyst position is located in INL’s Office of Knowledge Management (INL/KM). INL/KM leads the bureau efforts to direct, coordinate, and implement policies to improve the effectiveness of INL foreign assistance worldwide. The office is responsible for all knowledge management efforts including program design, training, and technical advisory support to INL’s efforts to establish and implement indigenous law enforcement and criminal justice systems necessary for a society to achieve and maintain durable peace and other strategic law enforcement, corrections, and administration of justice systems.</div><div id="position_description">The Program Analyst, referred to as Analyst for the remainder of this document, will support INL/KM foreign assistance programs, including those focused on promoting Diversity, Equity, Inclusion, and Accessibility (DEIA) in foreign law enforcement and criminal justice systems. The Analyst will support INL/KM with programmatic development and oversight. Coordinate with necessary INL bureau entities and State Department divisions to track the associated obligation of funds for the program office.</li></div><div><li> Implement budget protocols that institute a strong knowledge about programs and policy related to narcotics, justice, and corrections and their impact on the geographic, economic, and political development in relevant regions.</li></div><div><li> Coordinate information collection, analysis, and data-sharing with Washington- and Embassy-based program officers, INL implementing partners, and the interagency as required in order to develop, track, and document financial metrics to measure the effectiveness of INL/KM’s programs.</li></div><div><li> Attend and provide guidance in budgetary and programmatic discussions/ meetings with Bureau leadership and other senior managers and interagency partners in obtaining resources needed to carry out INL/KM programs.</li></div><div><li> Draft and coordinate the preparation of programmatic and budgetary justifications and responses to Congressional, Office of Management and Budget (OMB), Department, Bureau(s), and Embassy offices.</li></div><div><li> Draft and coordinate program justifications and responses to congressional and oversight committees, including OMB, Government Accountability Office, Office of the Inspector General, and the House and Senate committees on foreign appropriations.</li></div><div><li> Provide senior advisory support and guidance to the Division Chief, KM Team Leads, Embassy-based personnel, as needed and directed.</li></div><div><li> Advise in the developing program criteria to be utilized in statements of work.</li></div><div><li> Aid management with the monitoring of executed contracting tasks.</li></div><div><li> Assist in analyzing and improving knowledge of management processes and procedures</li></div><div><li> Research and use government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines.</li></div><div><li> Analyze a large number of financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed.</li></div><div><li> As requested, or on own initiative, make careful and exhaustive searches for information difficult to obtain, compile data, and make preliminary analysis for the Director or other staff officers as appropriate.</li></div><div><li> Respond to requests from Bureau and Department staff/program officers and leadership for information concerning administrative and budget programs. From available background data, assemble requested information or follow-up to ensure that staff members submit required answers within the specified time.</li></div><div><li> Provide advice and guidance to staff on applicable procedures, instructions, and other regulations pertaining to budget coordination and administrative issues.</li></div><div><li> Establish and maintain budgetary and accounting records of various types that may be needed or will assist in the efficient operation of the office. Ensure files have all pertinent documents and signatures. Maintain and accurately update file system to enable quick and efficient retrieval of information.
