2HB Incorporated is seeking a System Administrator in order to support its government customer in Chantilly, VA. The United States Government (USG) provides the design, analysis, development, implementation and integration of secure and reliable computer applications and services that are essential to the USG mission. The work may be performed independently or within a team environment. The candidate needs skills in concept development (JIRA, Bitbucket, Bamboo) and execution while managing a moderate to heavy workload. The USG maintains a virtual machine infrastructure comprised of several virtual environments and virtual machines. This includes installing, upgrading, patching, and maintenance on hosts (hypervisors) that contain virtual machines, and any virtualization hardware and software necessary to operate and maintain the virtual infrastructure.

Scope:

  • The USG requires support specializing in development and maintenance of, platform computing infrastructure to include management of servers, workstations, printers and peripheral devices. Work will include development and administration of Atlassian websites and applications.

  • The Candidate shall provide operations and maintenance (O&M), system engineering and application development for Commercial Off-the-Shelf (COTS) and newly developed and customized applications for USG systems.
  • The Candidate shall install, upgrade, patch, and perform maintenance on hosts (hypervisors) that contain virtual machines, and any virtualization hardware and software necessary to operate and maintain the virtual infrastructure.
  • The Candidate shall provide support for deployment packaging, program management, system maintenance and troubleshooting for software and hardware components to maintain sustainability and reliability of the USG's systems and applications. These hypervisor systems must continue without unplanned interruption and meet USG approved timelines for new development activities.
  • The Candidate shall ensure that all development and modifications to existing USG applications comply with USG's security accreditation and authorization requirements, governance policies and regulations.
  • The Candidate shall communicate and collaborate across organizational boundaries, to include other contractor teams. The Candidate shall work with USG staff and contractor personnel, as well as external stakeholders.

Technical Requirements:

  • The Contractor Team shall determine how technical requirements are satisfied. The Candidate shall ensure that all developed applications and modifications to existing USG applications operate in compliance with applicable documents.

  • The Contractor Team shall maintain and update applicable system documentation and Standard of Procedures (SOPs).
  • The Contractor Team shall be responsible for maintenance of infrastructure, hypervisor servers and associated hardware and software.
  • The Contractor Team shall ensure high availability (99%) of Virtual Machines (VMs). Planned activities shall be coordinated with all stakeholders and approved by the USG.
  • The Contractor Team may be required to provide after-hours support in the case of a system disruption.
  • The Candidate shall:
  • Systems Administration (2 FTE)
    • Provide expert support in the administration and maintenance of the Enterprise Linux infrastructure.
    • Provide support in information security system requirements and design applicable to Linux hosts.
    • Provide technical input and assist in the maintenance of system administration, security policy and procedure documentation.
    • Document the system configuration to include dependencies to external services, known good operational configurations (Authentication/Authorization/Accounting (AAA), allocated system resources, etc.) and standard operating procedures (startup/shutdown, backup, upgrade, etc.).
    • Ensure compliance with USG's Security compliance requirements.
    • Provide technical input to assist in the cloud hosting strategic direction of the system.
    • Configure, upgrade, and troubleshoot Configuration Management tool components including Linux and Database Administration.
    • Develop monitoring dashboards to alert on software operational status.

  • Sponsor Platform Hosting or Cloud Instance
    • Deploys, operates and maintains web services within Sponsor platform hosting or cloud environments. Infrastructure system administration support by monitoring application usage and vulnerability patching
  • Script Programming
    • Deploys, operates and maintains web services within Sponsor platform hosting or cloud environments. Infrastructure system administration support by monitoring application usage and vulnerability patching.
  • Web Application Programming
    • Develop Atlassian web user interfaces and experience with, or knowledge of additional web UI frameworks.
  • Communications/Visual Media
    • Designs, develops engaging and targeted content and messages on digital platforms. Uses Atlassian Suite. Deliver appropriate corporate messages to internal audiences. Web content creation skills to support Jira, Confluence, etc. and integration with Corporate SharePoint websites.
  • System Integration/Requirements
    • Provides a total systems perspective, including a technical understanding of project relationships, dependencies, and requirements of hardware and software components.
    • Consults with customers to determine present and future user needs.
    • Provides frequent contact with customers, traceability within program documents, and the overall computing environment and architecture.
    • Defines, analyzes, tracks, and reviews requirements.
    • Understands enterprise systems to ensure compliance and integration of project requirements.

Required Skills and Demonstrated Experience 

The Candidate shall ensure, for the duration of the contract, that contractor personnel assigned to work under this contract maintain institutional knowledge and competency level necessary for all required skills, to include demonstrated on-the-job experience.The Candidate shall possess and provide the following required skills and demonstrated experience:System Administration:
  • Using puppet or other software configuration management tool.
  • Managing Linux system patches.
  • Demonstrated experience with scanning and mitigating IAVA vulnerabilities.
  • Demonstrated experience with SYSLOG data and server environment.
  • Demonstrated experience with Linux (RHEL, CENTOS, or similar).
  • Demonstrated experience performing system administration with applications such Bash, Python, Perl, Ruby or similar scripting tools or software, etc.
  • Demonstrated experience with Database Administration.
  • Demonstrated experience with configuration management.
  • Demonstrated experience with system monitoring such as reviewing memory or processes using Linux commands such as top and PS.
  • Demonstrated experience with general troubleshooting skills in Linux, and Puppet.

Desired Skills and Demonstrated Experience

Skills and demonstrated knowledge that are highly desired but not required to perform the work include:
  • (U) Demonstrated experience with or understanding of authentication and authorization fundamentals in Sponsor’s IT environment.
  • Demonstrated experience with web application development.
  • Demonstrated experience maintaining a VMware or Hyper-V infrastructure.
  • Demonstrated experience with Windows Operating Systems.
  • Demonstrated experience or familiarity with Server/RAID.
  • Demonstrated programming experience in bash, ruby, or python.
  • Demonstrated understanding of authentication and authorization fundamentals within the Sponsor or Sponsor’s partner’s network.
  • Demonstrated on-the-job experience in identifying, integrating and implementing technology-enabled solutions and industry-best practices for the Sponsor.
  • Demonstrated on-the-job experience with Greenlight/XACTA.
  • Demonstrated on-the-job experience supporting and managing a Hadoop environment.
