Title: Systems Administrator III (Enterprise Messaging/Exchange Administration)

Duration: 12 Months Contract

Location: Portland, OR

  • Act as the organizational point of contact for Exchange Enterprise Messaging administration support consisting of:

  • Help desk ticketing and/or incident management requests for Enterprise Messaging/Exchange E-mail Administration,

  • Skype for Business Server (formerly Microsoft Lync Server),

  • Microsoft Exchange ActiveSync administration

  • Administration of Simple Mail Transport Protocol (SMTP) filtration system based on SOPHOS E-mail protection technology.

  • Provide technical expertise to Help Desk regarding calls related to Enterprise Messaging.

  • Work with the appropriate vendor technical resources for problems that cannot be resolved by the Enterprise Messaging Support team.

  • Install and configure Exchange messaging/SMTP server hardware including operating systems on physical servers, virtual environments or to cloud technologies.

  • Provide administration of Enterprise Exchange 2010/2016 Exchange On-line Messaging System and Servers

  • Provide patching, maintenance and support of existing Messaging system products and services.

  • Support cluster/disaster recovery and ensure continuous high availability of business-critical Messaging tools.

  • Facilitate and participate in information technology planning, provide analytical support, and coordinate technical resources and efforts with other departments.

  • Perform analysis of system capability; develop functional and system requirements; complete business process design and workflow; verify integration with other modules, system components, and other applications.

  • Apply and maintain system security documentation and act as a secondary collaboration point of contact for the Cyber and Physical Security organizations for issues related Enterprise Messaging, e-discovery and Litigation Holds.

  • Ensures Enterprise Messaging security requirements and timelines are implemented and complied with.

  • Facilitate user/stakeholder interviews and joint requirements planning sessions.

  • Create requirements documentation; reviews with user representatives, recommends priorities and obtains user signoff.

  • Provide the full range of Enterprise Messaging/Microsoft Exchange Administration support.

  • Provide system administration support for Simple Mail Transport Protocol (SMTP) filtration.

  • Provide assistance in analysis of system capability.

  • Participate in information technology planning.


  • Bachelor of Science in Information/Computer Technology or a related technical discipline is preferred.

  • 10+ years combination of education, certifications and/or work experience in Computer/Information Technology or a closely-related field is required without a degree.

  • Each applicable college degree will count towards 2 years of experience.

Note: Must provide a detailed accounting on the resume to include dates of experience and name/dates of specific coursework and certifications.

  • Experience with Scripting skills sufficient to maintain Exchange environment is required.

  • Experience with Microsoft Office Suite Software including Word, PowerPoint, Excel, and Outlook (MS Office 2010/2016 proficiency required).

Technical Requirements:

  • Experience with Exchange 2010/Exchange 2016/Exchange On-line in Windows 2012R2 or Windows 2016 environment is preferred.

  • Experience with Public Key Infrastructure (PKI) and Certificate Authority is preferred.

  • Experience with High Availability Technologies is preferred.

  • Ability to troubleshoot messaging hardware and system level problems.

  • Ability to interpret architecture and design configurations from vendors or other teams to enable clear implementation standards and guidelines.

  • Experience working in a large production environment is preferred.

  • Experience working with Simple Mail Transport Protocol (SMTP) filtration system or Email Filtration/E-mail protection technology is preferred.

This position provides advanced support for the agency to ensure effective utilization and proper management of network operations which primarily consists of maintaining, troubleshooting, optimizing and documenting computer network infrastructure (including servers, network services, connectivity devices and various systems). Experience supporting an enterprise network, virtual server environment, VoIP, storage and security is strongly encouraged. A few of the systems that this position works with and manages include; * Cisco UCS, VoIP, switching, wireless and video conferencing * EMC storage systems * Palo Alto Firewalls * VMWare VSphere * Microsoft Server, SCCM and SQL Server * Microsoft Exchange and Office In addition to performing advanced monitoring and maintenance, this position will work with a wide audience and be responsible for providing support for a variety of projects which support the overall agency in making the region a great place. Determines specifications, identifies vendors, and solicits bids for evaluation. * Evaluates alternative solutions, project costs and schedule; selects best solution; submits project plan and obtains approval for budget and plan; conducts purchasing activities. * Works to ensure seamless integration solutions. Develops implementation plan, conducts testing and coordinates implementation and user training with staff, vendors and clients. Installs, configures and tests new systems. Moves data and related services to new system and switches over to new system. * Monitors system performance and reliability. Identifies and corrects any emergency problems. Analyzes potential improvements to the system. Modifies system to increase performance based on user feedback. Removes old system. Monitors, enhances and maintains for life of system. * Performs other related duties as assigned.
