JOB DESCRIPTION:

The Department of Healthcare and Family Services (HFS), Bureau of Medical Eligibility and Special Program is seeking to hire a Manager for the Integrated Eligibility System (IES) Systematic and Technical Unit. This is a fast-paced, critical management and advisory position with significant responsibility. As Unit Manager of the IES Systematic and Technical team you will work with a talented team of colleagues in HFS and in other state agencies to improve the lives of Illinoisans by assuring that HFS programs provide health benefits coverage to eligible Illinoisans consistent with state and federal requirements. You will become part of a team committed to providing health benefits to maximize the health and well-being of our customers, with consistent and responsive customer service, and based on a foundation of equity for all customers.

The candidate will directly supervise staff responsible for design and implementation of changes to the IES used to determine means tested public benefits. The candidate will work collaboratively with individuals across agencies as well as within the bureau. The candidate will assist in development of procedures related to the use of IES for staff statewide.

Job Description

  • Serves as the Systematic and Technical Unit Manager for the Integrated Eligibility System Section

  • Serves as a full line supervisor

  • Directs the interpretation and testing of changes as they are developed

  • Reviews and evaluates drafts or policies, system eligibility rules, administrative rules and regulations, information materials, and notices governing Medicaid AABD Buy-In member services, enrollment, redetermination, and case management to ensure compliance with State and Federal regulations for payment of services

  • Plans and directs team meeting to discuss process improvements, policies, procedures, personnel, operations, and other issues

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration

  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Three (3) years of experience utilizing a means-tested benefits system, such as the Integrated Eligibility System (IES) and Medicaid Management Information System (MMIS)

  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and managing time off requests

  • Two (2) years of experience documenting processes, evaluating their effectiveness or implementing changes as needed

  • Three (3) years of experience managing a Medical program administered by the Department such as the Modified Adjusted Gross Income (MAGI), Assistance to the Aged, Blind, and Disabled (AABD), Family Health Plan or All Kids (Assist, Share and Premium)

  • Three (3) years of experience evaluating the accuracy of a means-tested benefits system, such as Integrated Eligibility System (IES) batch and interface related activities

  • Two (2) years of experience establishing and monitoring quality control protocols for a private or public organization meeting auditing protocols

  • Two (2) years of experience acting as subject matter expert addressing internal and external stakeholders
