Specific Job Responsibilities

Researches, designs, develops, and/or modifies enterprise-wide systems and/or applications software. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Evaluates interface between hardware and software, operational requirements, and characteristics of overall system. Documents testing and maintenance of system corrections.

Guides the successful completion of major programs and may function in a project leadership role.

Represents the organization as the prime technical contact on contracts and projects.

Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.

Design, develop, modify and implement IT systems or software packages of all sizes to handle specific jobs such as tracking inventory, storing or retrieving data, or controlling other equipment.

Store, retrieve, and manipulate data for analysis of system capabilities and requirements.

Serves as technical lead to direct and approve preparation of all elements involved in development of computer applications including the application of technical tools necessary to meet set targets of quality, quantity, time and resources.

As project technical lead will coordinate and review the work of programmers, technologists and technicians and other IT personnel. Responsible for training and mentoring other IT personnel on an ongoing basis.

Prepares and maintains documentation related to computer systems and programs in accordance with established procedures.

May provide leadership in IT strategic direction in including technology, architecture, cyber security, and support.

As needed leads or participates in evaluating future requirements and aids in the selection of new software.

Coordinates research and/or design projects to accomplish assigned responsibilities in a timely and efficient manner. Prepares or reviews written reports and makes recommendations for use by management and other agency representatives.

Responsible for improving general system knowledge, leadership skills and capabilities, and providing technical consultation as required.

Leads System Design and User Interface Design efforts on new systems.

In conjunction with the project manager and BA prepares plans and specifications for assigned systems to ensure efficient use of manpower, materials, and facilities.

Develop and direct software system testing and validation procedures.

As needed leads CIO efforts to define and resolve problems in running computer jobs and systems.

Accountable for all direct output assigned and for providing direct output support to his/her manager.

Responsible for maintaining a thorough knowledge of applicable Federal, State, DOE, Corporate and Plant rules, regulations and Plant-wide operating policies and procedures.

Responsible for application of established personnel and operating policies and programs, including Union Agreements, employee concerns, discipline processes, and safety, health and security standards.

Performs other duties as assigned.

Required to attend and/or successfully complete training classes as determined by the Training and Development Technologies Department, through General Employee Training (Reference DOE Order 426.2), and Management.

Participates in worker involvement including input to work planning and methods to identify hazards and controls.

Understands a workers right to stop work when they feel their own or other=s personal safety is jeopardized.

Attends all required safety meetings and training.

Offers suggestions on improvements to the work environment.

Specific Job Knowledge & Training Required

Preferred candidates will have a Bachelors' degree in Computer Science, Computer Engineering, Computer Information Systems, or related technical degree.

Programming

  • Exceptionally skilled at developing computer programs in one or more languages for various purposes and skilled at Object Oriented Programming. C# and .NET development skills a plus.

Programming Prior development experience with JAVA, or Delphi, or Oracle Application Express a plus.
