The System Control Specialist is an entry-level classification for the System Operations Center. The goal of the position is to progress in the knowledge, skills, and certifications necessary to fill the System Control Supervisor position. On successful completion of these requirements, the Specialist will be reclassified to the Supervisor position. The System Control Specialist assists the System Control Supervisor (SCS) to assure the safe, reliable and efficient operation of system facilities by exercising appropriate control involving Hoosier Energy's transmission and generation facilities including the facilities of member systems and interconnected utilities. Meets the electrical demand requirements of the member systems. Under the SCS supervision complies with all NERC and RRO operating standards, policies and guidelines.
DUTIES AND RESPONSIBILITIES
Assures the safe, efficient and reliable operation of all Hoosier Energy sub-transmission facilities and equipment. Works under direct supervision of NERC certified personnel: monitors load and voltage; schedules equipment outages; directs equipment switching and issue clearances; complies with all NERC and RRO operating standards, policies and guidelines that pertain to transmission system operations; follows Reliability Coordinator directives pertaining to Bulk Electric System (BES) reliable operations.
Under direct supervision of NERC certified personnel, consults with and provides appropriate direction and control of various Hoosier Energy operating personnel involved with transmission and generation procedures. Operates Hoosier Energy's system control and data acquisition/automatic generation control facilities, for the purpose of maximizing information input toward critical operational decisions. Monitors the implementation of established operating procedures in order to assure the safety and integrity of Hoosier Energy's systems.
Under direct supervision of NERC certified personnel, takes or directs timely and appropriate real-time actions under normal or emergency conditions to prevent or alleviate operating security limit violations. Coordinates operational actions and share operational information with Interconnected Utility Companies and Security Coordinator. Management level personnel should be notified at the earliest possible moment of existing or impending emergency situations.
Under direct supervision of NERC certified personnel, maintains and reviews logs and records during each shift. Represents Hoosier Energy in maintaining effective channels of communication and cooperation among the various parties involved with the operations of the Bulk Electric System facilities, including member systems, interconnected utilities and Hoosier Energy's generation and transmission crews.
Under direct and indirect supervision of System Control Services personnel, observes System Operation activities, completes training materials and programs as required, and prepares for the System Control Supervisor's required NERC Certification exams. Participates in any required Certified Operator Training Requirements provided for the staff such as the required annual emergency training, restoration drills, and required annual ongoing training.
Coordinates and collaborates with departments, divisions and outside agencies; provides information and serves as a resource. Supports the relationship between System Control and other Hoosier Energy departments, as well as interconnected utilities, the Midcontinent ISO (MISO) and outside accounts by demonstrating courteous and cooperative behavior.
Responds to inquiries in a courteous manner, provides information within the area of assignment, and resolves complaints in an efficient and timely manner.
Complies, summarizes and analyzes Interchange and Generation data, and prepares and files reports.
Performs daily and monthly energy and demand validation checkouts with generating stations, interconnected utilities and the Midcontinent ISO (MISO).
Collects, images, files and maintains all System Control Center reports in both paper and electronic filing systems. Maintains operating procedure manuals, administrative bulletins and other reference manuals within the System Control Center.
Makes suggestions to Manager System Control Services, System Control Coordinators or other staff members about any policies, practices or procedures that will facilitate work efficiencies or cost improvements.
