SYSTEMS ANALYST MANAGER Department: Student Data Services Unit: Professional Administrative Exempt Salary:

Compensation range listed is based on an average 1-15 years of experience, as determine by Human Resources Grade 108 - Specific salary based on experience JOB SUMMARY The Systems Analyst Manager is based in the Student Data Services Department. The manager is responsible for project organization and execution and will participate in design, vendor evaluation, implementation, and management of multiple projects. The manager does not supervise staff, but will provide technical direction, and will manage and coordinate the work of the analyst staff in the development and implementation of systems and problem solving.

Other essential functions may include, but are not limited to: Perform systems analysis, database design/programming, and training. Maintain knowledge of the district's student information system, its development and uses.

Perform analysis and make recommendations in areas that require a high level of technical competency.

Perform a variety of complex programming tasks, such as designing, documenting, and coding program logic. Implement principles and practices of effective project management, team building, leadership, and conflict resolution.

Implement principles, methods, and techniques used in designing, developing, testing, and implementing computer hardware and software systems.

Provide technical training, guidance, and resource support for end users and departmental staff. Provide application support and enhancements to existing applications.

Define system requirements, priorities, and viable alternatives. Coordinate the efforts of staff to locate, assess, install, test, and maintain computer software systems. Coordinate conversions and upgrades to vendor systems.

Perform as a project lead and provide leadership and coordination on projects assigned to systems analysts. Create and maintain records as directed. In addition to all accountabilities of the Systems Analyst position, assume greater leadership role, utilizing broader knowledge and high-level technical skills.

Assist in developing user documentation and departmental policies and procedures that impact the use of application systems. Maintain the confidentiality of student and staff records. Provide excellent customer services.

Produce extracts and submit data to State of Michigan for school funding. Including General Collections for Fall, Spring and EOY; Early Roster for determination of Free/Reduced lunch status; Student Record Maintenance (SRM); Early Childhood collection (GSRP) Fall, Spring and EOY; Teacher Student Data Link (TSDL); 3rd Grade Retention; Section 25; Request for UIC; School Infrastructure Database (SID). Produce extracts and submit data to the Federal Government for the Civil Rights Data Collection. Produce reports to identify potential data issues for state/federal reporting.

Work with departments within GRPS to ensure clean data. Process third party imports into Synergy, including: UICs from State of Michigan, Direct Certification lunch status from State of Michigan, Special Ed information from KISD.

Work directly with the Solutions Architect Manager of Application Development, Director of Management Information Systems and MIS Department Staff to provide technical level access, knowledge, and solutions to the SIS Database including the creation and maintenance of custom SQL Queries Lead and or assist in requirements gathering meetings with third party vendors or internal GRPS Staff at all levels of the organization (e.g., Curriculum, Health Department, ED's, Superintendent, etc.) Attend technical staff meetings and training (recurring meetings with state vendors, national/state users conferences, etc.) and effectively deploy knowledge gained for benefit of team. Assist department staff with generating districtwide Report Cards. Develop, maintain, and support Synergy custom functionality such as Online Registration, GRPS IRIP, etc.

Perform systems analysis and database design/programming. Maintain knowledge of the district's student information system as well as its development and uses.

Support the work of the System Analyst(s). Distribute the workload of the analyst. Perform other duties as assigned. QUALIFICATIONS Required Qualifications:

Bachelor's degree in computer science, systems/industrial engineering, business administration, or related field. Minimum two years' experience in systems analysis. Preferred Qualifications:

Experience working directly with a K-12 student information system as a system analyst or programmer. Knowledge, Skills, and Abilities: Demonstrated knowledge of:Microsoft Visual Studio; SQL; SQL Server Management Studio (SSMS); and SQL Server Reporting Services (SSRS) Methods and techniques of developing and presenting technical documentation and training materials.

Ability to exercise independent judgment in planning, organizing, and performing systems analyst tasks. Ability to communicate, motivate, and organize projects among a broad spectrum of personnel throughout the school district, frequently under deadline pressures. Excellent telephone etiquette and oral communication skills.

Ability to deal with high stress situations and timelines, prioritize multiple tasks at once, work independently as well as in a team environment, and make independent decisions as needed.
