Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified individual to serve as the Substance Use Services Education and Training Coordinator. This is a dedicated position within the Office of Substance Use Services that provides leadership in the coordination, development, planning, and implementation of substance use related training throughout the Commonwealth and is responsible for the coordination and implementation of substance use training initiatives that support the continuum of prevention, harm reduction, treatment, and recovery support services. This position will also serve as the lead staff for contracts which provides administrative and logistical support; creative services for in-person, hybrid, or virtual trainings, seminars, and/or conferences; and planning and support of trainings, seminars, and/or conferences to include post-event follow-up that support OSUS, and other offices within the division of Behavioral Health and Wellness based on time constraints.

Additional responsibilities:

  • Planning events based on budgets and budgetary guidelines, to include funding source restrictions.

  • Performing general budgetary duties, including but not limited tracking budgets, invoicing, and generating financial reports.

  • Monitoring compliance with contractual agreements.

  • Developing and maintaining training plans, in addition to developing trainings for the statewide learning management system (COVLC).

  • Developing applicable materials, training curriculum, and other materials as appropriate.

  • Ensuring trainings are offered in multiple modalities such as in person and virtual learning.

  • Using data including but not limited to training evaluations, training data, and surveys to evaluate and improve training processes.

  • Providing technical assistance and consultation on best practices and/or problem-solving barriers for successful implementation of trainings.

  • Preparing proposals, requesting quotes, and negotiating the terms and conditions.

  • Monitoring suppliers and vendors performance and resolving issues and concerns.

Minimum Qualifications

  • Comprehensive knowledge of the training processes, training delivery methods, and adult learning modalities.

  • Experience coordinating training and instructional methods.

  • Experience with event planning and project management.

  • Familiarity with adult learning principles and practices for effective training.

  • Experience in managing logistics and utilizing event planning tools, such as registration platforms for training, virtual training platforms, and various learning management systems.

  • Strong written, oral, and interpersonal skills with the ability to present information to a diverse audience.

  • Ability to establish and maintain effective relationships with diverse stakeholder groups.

  • Ability to use training data for reporting and training outcomes, and the ability to analyze data and develop high quality products.

  • Ability to effectively research subject matters, conduct needs assessments, and to plan, monitor, and evaluate training and events.

  • Demonstrated ability to adapt quickly and adjust workloads to accommodate competing priorities.

  • Ability to work independently while managing projects and meeting deadlines.

  • Knowledge of state and local government services operations that serve individuals in need of behavioral health or substance use/abuse services.

  • Experience actively managing projects and negotiating purchase agreements.

  • Knowledge of procurement processes.

  • Ability to analyze fair market rates for goods and services to negotiate cost.

  • Strong knowledge of sourcing strategies.

  • Proficient in the use of Microsoft Office Suite, Outlook, Access, and data software.

Additional Considerations

  • Extensive knowledge of various teaching methods.

  • Work-related experience in procurement functions, such as contracts, negotiating purchases agreements, and managing projects.

  • Work-related experience in behavioral health industry.

  • Experience presenting to large groups in educational and professional settings.
