General Description: This is technical and supervisory work in land surveying in connection with construction projects, office and field surveying. Functions as assistant to the County Surveyor.  

ESSENTIAL JOB DUTIES:

Functions as assistant to the County Surveyor.

Reviews field data.

Performs work ups for the field crew.

Operates office computer utilizing survey cad software in the preparation of work drawings and calculations.

Assist in the review of site plans, boundary surveys and plats.

Performs all functions of the Survey Tech III when required by the County Surveyor.

Verify accuracy of field survey data including measurements and calculations conducted on survey projects.

Reduce field data and produce surfaces and contours.

Search public records to obtain information about property boundaries and areas to be surveyed.

Prepare metes and bounds legal descriptions of property or subject areas for use in deeds, easements, or other legal documents.

Read, decipher, and draft easements from Title Reports.

Perform quality control checks of plats and drawings prepared by other technicians.

Produce CAD drawings to include boundary surveys, topographic surveys, and ALTA/NSPS land title surveys.  

Understand and comply with the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures.

Perform other job-related functions as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:  

The principles, techniques, and practices of land surveying.

Instruments and computers used in land surveying and related software such as AUTOCAD Civil 3D, Microsoft Word, and Excel.

Mathematics through trigonometry and its application to field surveying.

General construction specifications and plans.

Chapter 5J-17, Florida Administrative Code, Standards of Practice set by Florida Board of Professional Surveyors and Mapper, Chapter 177, F.S., Land Boundaries and Chapter 472, F.S., Land Surveying and Mapping.

Florida Department of Transportation standards is a plus.

Ability to:

Operate surveying instruments in the performance of duties.

Reduce and plot field notes.

Generate computations with the aid of office computer and related survey software.

Interpret engineering specifications.

Lay out, direct and supervise the work of the field survey crew(s).

ESSENTIAL PHYSICAL SKILLS:  Good physical condition, must be capable of lifting 50 pounds.

 Capable of extended pedestrian travel across irregular terrain.   Must be capable of sitting for extended periods while performing computer assignments.

EVIRONMENTAL CONDITION REQUIREMENTS:  Must work under a variety of weather conditions such as extreme cold and heat.  Must be capable of working in difficult terrain such as swamps, canals, ocean, rivers forest, and high traffic areas.

ENVIRONMENTAL PHYSICAL SKILLS:  Must know how to swim.  Should have good eyesight and hearing.

WORK HAZARDS:  Working in or around heavy traffic areas and uneven terrain.

 Working in or around water bodies and forested areas.   Potential for insect bites and snakebite.

SAFETY EQUIPMENT USED OR NEEDED:  Safety vests, eye protection and proper footwear for the job.

As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator.  During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

MINIMUM QUALIFICATIONS:

EDUCATION: Four-year degree in Surveying and Mapping and/or graduation from high school or possession of an acceptable equivalency diploma including courses in geometry and trigonometry, supplemented by specialized training in land surveying.

EXPERIENCE: Five years' experience in surveying and mapping and a minimum of two years' experience as an AUTOCAD Civil 3D draftsperson along with 2 years as field crew supervisor or office manager in responsible charge of field activities as it relates to survey and mapping.

NOTE: An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications.

Licenses, Certifications, or Registrations: Valid Florida's Driver's License and must maintain a good driving record.

Pay Grade: G11

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.

PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
