Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy's largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration's largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF Construction project works on various schedules with differing start times pending project needs.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Role Overview

Provide support as required to the construction team reporting directly to the Lead Surveyor. Activities relating to construction engineering, layout of foundation locations, equipment locations, structural steel placement, field verification of materials as appropriate and needed, subcontracts, etc. Use design drawings and specifications to determine associated plant and equipment locations.

As a member of the survey crew, assists with providing technical support as related to survey to field engineering and superintendents in a wide range of situation and configurations.

Position Duties/Responsibilities:

The Survey Engineer duties include, but not limited to, the following:

  • Provide Construction Survey support to Lead Surveyor.

  • Rod Person and/or Instrument Person on a 2 or 3 person direct-hire survey crew.

  • Perform duties of a Party Chief on a 2 or 3 person direct-hire survey crew if required.

  • Utilize survey instruments in conjunction with Bechtel survey procedures.

  • Assist the Survey Engineer/Party Chief in the accurate layout of construction work, recordation of field data according to job specifications and appropriate methods of performing survey activities.

  • Assist the Survey Engineer/Party Chief in providing support to both Field Engineering and Field Supervision.

  • Participate in the implementation of the project safety, quality and environmental programs.

  • Assist in developing and maintaining all site survey data.

  • Perform Calibration Baseline checks of survey instruments.

  • Assist with performing and/or checking survey computations as required in the performance of duties.

  • Assist in administration of the survey work request program.

  • Assist in providing Civil project completion documentation including "As-Built" records.

  • Assist in performing verifications of subcontract survey control points and work.

  • Actively participate in training activities as required.

Basic Qualifications

  • Level 1: B.S. Degree in Surveying or related Engineering discipline or similar and one (1) years of industrial surveying experience, or in lieu of a degree, seven (7) years of industrial surveying experience with a minimum three (3) years' experience as an industrial survey party chief.

  • Level 2: B.S. Degree in Surveying or related Engineering discipline or similar and three (3) years of industrial surveying experience, or in lieu of a degree, nine (9) years of industrial surveying experience with a minimum four (4) years' experience as an industrial survey party chief.

  • Must be a US Citizen

  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education and travel

  • Must be physically capable to conduct field inspections and participate in project walk-downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 40 lbs.

Minimum Qualifications:

  • Demonstrated ability to work in a team-based environment.

  • Knowledge of construction survey principles.

  • Five years minimum industrial surveying experience.

  • Experience with Trimble Robotic Total Stations and GPS.

  • Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.

  • Experience working on multiple work fronts.

  • Displays effective communications skills.

  • Computer literate in word processing, spreadsheet and database applications.

  • Quick Learner.

  • Ability to work with minimal supervision.

Preferred Qualifications:

  • Recent experience as Party Chief on a Bechtel construction project.

  • Recent experience as Party Chief on a nuclear, industrial or LNG project.

  • Experience with Trimble Business Center Software a plus.

  • Experience with Laser Scanning hardware and software a plus.

  • Experience with Metrology hardware and software a plus.

  • General awareness of environmental laws.

  • Awareness of government compliance standards.

  • Demonstrated experience with Robotic Total Stations, Digital Levels and GNSS survey systems.

  • Advanced knowledge of data downloading.

  • Demonstrated experience with Survey CAD software.

  • Demonstrated proficiency with Trimble Robotic Total Stations with on-board Access software

  • Intermediate level use of MicroSoft Word and Excel

Additional Information

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)

The core construction working hours are between 7 a.m. and 5:30 p.m. Monday through Friday. The core engineering hours are between 8:00 a.m. and 3:30 p.m. Monday through Friday. Work schedule and overtime are to be approved in advance by supervisors. Prepare engineering change packages for requirements management and configuration managed documentation.
